SUBJ:  TERMINATION OF FLAT-RATE PER DIEM DURING LONG-TERM TDY
A. The Joint Travel Regulations (JTR)
1. This ALCOAST announces immediate changes to REF (A) to terminate the use of
flat-rate per diem when a member is on a TDY at one location for more than 30 days.
2. TDY travel performed under flat-rate per diem prior to 13 AUG 2018 is not affected
by this change. Members currently performing TDY travel under flat-rate per diem will
be reimbursed the full locality per diem effective 13 AUG 2018, which will continue
through the remainder of the TDY period. This ALCOAST will serve as an amendment to
orders and must be uploaded in TPAX.
3. Regulations in REF (A) not specifically addressed in this ALCOAST remain unchanged.
4. Procedural guidance for TPAX travel claim submission regarding the flat rate per diem
change is available at https://www.dcms.uscg.mil/ppc/travel/.
