SUBJ:  ADVANCEMENT AUTHORITY FOR OFFICERS IN CHARGE

1. This ACN announces immediate changes to REF (A) and (B) to streamline
process and is in alignment with the Commandant's Guiding Principle of
READY as denoted in REF (C) and approved in REF (D).
2. REF (A) and (B) will be amended to reflect that Officers in Charge
(OIC) are authorized to effect advancements of enlisted personnel for
pay grades E-1 to E-3 and to sign advancement certificates for pay
grades E-4 to E-6 upon receipt of advancement authorization from CG
PSC (EPM-1).
3. The Career Development Worksheet (CG-2030) signed by an OIC shall
be considered a source document for advancement of an enlisted member.
4. Policies and standards in REFs (A) and (B) not specifically addressed
in this ACN remain unchanged. REFs (A) and (B) will be updated to reflect
the mentioned changes and will be released within the next year.
