SUBJ: FY17 COAST GUARD RESERVE NATIONAL AWARDS ANNOUNCEMENT
1. This ALCOAST announces the recipients of the FY17 Coast Guard Reserve National Awards.
2. Admiral Russell R. Waesche Award: Recognizes a District, the Director of Operational
Logistics (DOL), or Pacific Area-13 (PACAREA-13) for Port Security Units and Navy Coastal
Riverine Force units, which have demonstrated to be most supportive of a totally
integrated Coast Guard military force. There are two categories of award, Category 1
units have fewer than 600 Selected Reservists (SELRES) assigned and Category 2 units
have 600 or more SELRES assigned.
   A. Category 1 Award Recipient: Fourteenth Coast Guard District.
       (1) Honorable mention: Ninth Coast Guard District.
   B. Category 2 Award Recipient: Seventh Coast Guard District.
       (1) Honorable mention: Pacific Area Deployable Specialized Forces Support Branch (PAC-13).
3. Rear Admiral Bennett "Bud" Sparks Award: Recognizes a unit other than a District, DOL,
or PACAREA-13, judged to be most supportive of an operationally ready Coast Guard Reserve
force. There are two categories of award, Category 1 units have fewer than 100 SELRES
assigned, and Category 2 units have 100 or more SELRES assigned.
   A. Category 1 Award Recipient: Sector Anchorage.
       (1) Honorable mention: Station Mayport.
   B. Category 2: Sector San Francisco.
       (1) Honorable mention: Sector New York.
4. The Reserve Outstanding Junior Officer Award: Presented by the Reserve Officers
Association of the United States (ROA) to the Coast Guard Reserve junior officer judged to
exemplify those characteristics expected of an outstanding junior officer during the past year.
   A. LT Jeffrey S. Miller of Legal Service Command (LSC).
      (1) Honorable mentions: LTJG Cynthia Burris (PSU 308), LTJG Chad Luettel (PSU 305),
LT Tracy Rainey (Sector Jacksonville), LT Tracy Rankin (Sector St. Petersburg), LTJG
Catherine Wright (Base Portsmouth).
5. Reserve Outstanding Chief Warrant Officer of the Year: Presented by ROA to the Coast
Guard Reserve chief warrant officer (W-3 or below) selected as the Coast Guard Reserve’s
nominee for the CW4 Michael J. Novosel Outstanding Warrant Officer of the Year Award.
   A. ENG2 Pamela E. Arts-Smith of Port Security Unit 305.
6. The awards will be presented at the 2018 ROA National Convention to be held 27 to 30
September 2018, in Omaha, Nebraska.

board had a challenging task of choosing between the impressive packages. Award criteria
