KICK OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH
1. OVERVIEW:
A. Ref A outlines the eligibility criteria for O-6 and
O-5 commands and is available on PSC-OPM Portal site, found
at http://cglink.uscg.mil/bf031533. All command screening
will be voluntary unless adequate candidate pools are not
achieved.
B. As outlined in Ref B, the SCSP will convene on 20 AUG
2018. To be considered by the SCSP, officers must comply
with the provisions listed in paragraph 10.b. of Ref A,
which outlines the screening requirements and overall
eligibility criteria. As specified in Ref C, officers who
desire to be considered must request to screen through the
panel submission process in Direct Access NLT 15 JUN 2018.
C. All references and additional information pertaining
to the SCSP can be found by navigating to the AY19 Senior
Command Screening Panel folder on the PSC-OPM Portal site,
found at http://cglink.uscg.mil/bf031533.
2. O-6 COMMANDS:
A. All O-6s, O-6(sels), and O-5s in zone for O-6 in PY19
who are eligible per Ref A and desire assignment to an O-6
command must request to screen through the panel submission
process in Direct Access (DA). Officers meeting the
requirements of Ref A, but are not tour complete in 2019
must submit a waiver with a command endorsement for early
transfer. Endorsements should only be for tour completion
dates and will not be read by the panel. Waivers for
eligibility other than tour completion dates should be
requested in the “Member Comments” section of the SCSP
application, but should not be sent through an endorser.
B. Officers may request to screen for multiple command
types if eligible. Command eligibility criteria is
available in enclosure 1 of Ref A.
3. AY19 O-6 COMMAND SHOPPING LIST: The following O-6
commands will be screened by the AY19 SCSP. Eligible
candidates who request to screen for one or more of these
command types will do so by selecting the appropriate sub-
panel category (A-U below) in DA. More detailed directions
for applying to the SCSP are provided in paragraph 8.

4. O-5 COMMANDS:
A. O-5s, O-5(sels), and O-4s in zone for O-5 in PY19 and
tour complete in 2019 or 2020 who are eligible per Ref A
and desire assignment to an O-5 command must submit a
request to screen through the panel submission process in
DA. Officers meeting the requirements of Ref A, but are
not tour complete in 2019 must submit a waiver with a

serving in a DUINS tab for advanced education (not
including Senior Education and Fellowship Panel (SEFP)
Programs) with an expected follow-on assignment within
their specialty/program are not eligible to compete in the
SCSP process.
C. Officers may request to screen for multiple command
types if eligible. Command eligibility criteria is
available in enclosure 1 of Ref A.
5. AY19 O-5 COMMAND SHOPPING LIST: The following O-5
commands will be screened by the AY19 SCSP panel. Eligible
candidates who request to screen for one or more of these
command types will do so by selecting the appropriate sub-
panel category (A-I) in DA. More detailed directions for
applying to the SCSP are provided in paragraph 8.

6. Service needs will drive the final number of candidates
screened for available AY19 positions.
7. The SCSP will be held prior to the SEFP. Officers are
eligible to screen for SEFP programs (such as SSS, Sloan,
MIT-SDM, etc.) in addition to command. PSC-OPM will engage
directly with those selected for both and work to balance
Service needs with member desires in making a final
assignment recommendation.
8. SCSP application procedures on how to request to screen
for the AY19 SCSP are provided on the CG Portal in the OPM
Reference Library in the AY19 Senior Command Screening
Panel Folder at http://cglink.uscg.mil/bf031533. In
particular, applying to the SCSP uses the "My Panel
Submissions" link located under "Tasks". In addition to the
instructions listed in the OPM Reference Library, the
following step by step instructions are provided below.
A. Log in to Direct Access
B. In the "EMPLOYEE" box, click "Tasks"
C. Select "My Panel Submissions"
D. Select “Command Screening” from the “Panel Source”
drop down menu and click “GO”
E. When the search screen appears, enter the following:
AD/Res Ind: “Active Duty”
Bus unit: “Officer”
Job Code: 000093 (For CAPT SCSP) or 000094 (For CDR
SCSP).
F. Click "Search".
G. A list of Screening Panels will appear. Check the
"Apply" box next to the panel(s) for which you wish to
screen.
H. When you have selected all of the panels you wish to
compete for, click "Submit".
I. For each panel you wish to apply for, Click “Edit”
to enter comments (addressing any waiver requests) and
forward for endorsement (only for tour completion waiver).
Any waiver request must be addressed here. See paragraph
10 below for waiver requirements. (NOTE: THERE IS NO
REQUIREMENT TO RANK SUBMISSIONS FOR SCSP)
J. Click “Save” to save comments and forward to the
endorser. Endorser procedures are located in the AY19
Senior Command Screening Folder located in the OPM
Reference Library.
9. Those unable to connect to DA may communicate their
requests to screen via email to the contacts listed in
paragraph 14. Each member must follow up with a panel
submission as soon as DA connectivity is available.
10. ELIGIBILITY CONFIRMATION AND WAIVER REQUESTS: PSC-OPM
will release an initial candidate confirmation message on
or about 16 JUL 2018 listing all members who have requested
and are found eligible to screen for command. Since Ref A
and the screening request procedures cannot cover every
possible situation concerning eligibility, PSC-OPM will
consider waiver requests on a case-by-case basis while
remaining consistent with the intent of the approved
criteria. For those requesting a tour completion waiver, a
command endorsement addressing early rotation is required.
For those requesting a waiver for eligibility requirements
(other than tour completion date) outlined in
Ref A, the applicant should address it in the member
comments. Command endorsements are not seen by the
selection panel and are only used by OPM for the purpose of
establishing the candidate pools. Officers should enter
waiver request information in step I of the panel
submission procedures. The initial candidate confirmation
message will include the names of the candidates with
approved waivers.
11. Officers that fail to adhere to the 15 JUN 2018
application deadline will not be eligible to screen.
12. All members should verify their DA information is up to
date and accurate.
