1. AY18 SELRES assignment actions are complete per the timelines
announced in REFs A through E, and AY19 preparations are underway.
Assignment actions and processes were employed to address Service
requirements, meet unit needs, and consider member desires to the
extent possible.
2. Summary of AY18 CAPT and CDR assignments:
a. CAPT/CDR assignment to SELRES positions:
(1) O6/O6(sel): 15
(2) O5/O5(sel): 58
b. CAPT/CDR assignments to Individual Augmentation Duty (IAD):
(1) O6/O6(sel): 1
(2) O5/O5(sel): 0
c. CAPT/CDR assignments to the Individual Ready Reserve (IRR):
(1) O6/O6(sel): 0
(2) O5/O5(sel): 0
d. CAPT/CDR assignments outside reasonable commuting distance
(RCD):
(1) O6/O6(sel): 11
(2) O5/O5(sel): 52
e. Total vacant CAPT/CDR billets: 1
f. Pay grade mismatches resulting from AY18 CAPT/CDR assignments: 1
g. As in previous years, there were more CAPTs/CAPTs(sel) in an
active status than available paid SELRES positions. All CDRs/CDRs
(sel) who submitted an e-Resume during AY18 received a paid
assignment.
3. Summary of AY18 LCDR and below assignments:
a. Total assignment orders issued: 917
(1) W2-O4: 398
(2) E7-E9: 222
(3) E1-E6: 297
b. AY18 saw a 17% increase in reserve assignments.
c. Enlisted accession-related assignment actions: 395
d. Pay grade mismatches resulting from AY18 orders issued: 123
e. Rating mismatches resulting from AY18 orders issued: 4
f. W2-O4 assignments outside RCD: 183
g. E7-E9 assignment outside RCD: 63
h. E1-E6 assignments outside RCD: 30

4. Reducing the number of assignments to units outside of RCD
continues to be a priority. Assigning members to positions within RCD
presented several challenges due to fewer available positions as a
result of REDUX and an unbalanced body-to-billet ratio among senior
enlisted and all officers. In some cases, where members reside beyond
RCD of any unit, assignment within RCD was impossible.
5. Continuous improvement on data collection and management of
assignments allowed for better tracking of assignments within RCD.
Overall, 60% of AY18 junior officers and enlisted assignments were
within RCD. An 11% change/decrease attributed to the potential impact
of the assignment policy change from five to three years. Assigning
senior officers within RCD continues to be a challenge. Only 24% of
AY18 CAPT/CDR assignments were within RCD.
6. To better serve our customers and improve PSC-RPM processes, junior
enlisted members who sought a new SELRES assignment in AY18 were
required to comply with the AY timeline IAW REF D. The requirement for
junior enlisted members to adhere to the AY timeline assisted commands
in planning for members rotating in and out of their units, educated
junior enlisted members of the assignment requirements, and
streamlined overall management and processing of assignments.
7. All members who received an assignment were notified NLT 31 MAY 18.
Reservists who are tour complete in AY18, submitted an e-Resume, and
have not received notification of assignment should contact their AO
immediately.
8. Due to ongoing staffing shortages in the Deployable Specialized
Forces (DSF) community, PSC-RPM continues to identify reservists who
meet the criteria outlined in REF F, for Service need assignments to
fill critical DSF vacancies. Members are reminded that if they live
within RCD of a DSF unit, they may be involuntarily assigned if not
enough qualified volunteers are identified. RPM-2 developed, published
and instituted an assignment strategy to fill critical DSF positions.
Notifications sent to 638 members residing within RCD of Port Security
Units (PSUs) of their potential candidacy for involuntary DSF
assignment.
9. AY18 saw a significant increase in personnel who met the Reserve
High Year Tenure (R-HYT) criteria. In an effort to minimize
unanticipated vacancies that result from R-HYT, PSC-RPM will continue
to shop positions encumbered by R-HYT candidates. If retained, R-HYT
candidates will be evaluated for assignment on a case-by-case basis.
10. Lessons learned:
a. Processing orders: Commands continue to leave SELRES PCS orders
unprocessed in Direct Access (DA), resulting in Personnel Allowance
List (PAL) discrepancies. Commanding officers are reminded to ensure
SPOs execute all orders issued for their units within 30 days of a
member’s report date.
b. PAL Data Integrity: PSC-RPM is the sole order-issuing authority
for personnel to SELRES positions on PAL. When Commands direct members
to perform duties other than those to which the member is assigned by
PSC-RPM, it potentially degrades readiness and may sub-optimize unit
performance.
c. Command Concerns: Command Concerns are the communication tool
for relaying unit needs and operational concerns to AOs and are an
important piece of the assignment process. Commands are reminded to
submit Command Concerns to PSC-RPM by the deadline announced in AY
kickoff messages.
d. E-Resumes:
(1) During AY18 numerous members who were tour-complete or on
long-term ADOS failed to submit, submitted late, or submitted
unrealistic e-Resumes. It is the member's responsibility to know their
rotation or ADOS termination date and comply with published timelines.
Members shall adhere to the e-Resume submission deadline and may
contact their AO for assignment counseling prior to submitting an e-
Resume.
(2) Members are advised not to repeat information contained in DA
or the Electronically Imaged Personnel Data Record (OERs, CG-4082s,
etc.).
e. Assignment decisions are based on information contained in
official personnel records and are in alignment with REFs A through F.
Commands and reservists are reminded to review AY kickoff messages and
current assignment policy.
f. Changes in Reserve Component Category (RCC): Status change
requests (retirement requests, transfer to IRR, etc.) received after
the deadline for Command Concerns and e-Resumes place the unit at risk
of a billet vacancy and the member at risk of having his or her
request denied or delayed. REF F authorizes submission of retirement
requests up to one year prior to the effective date, and PSC-RPM
strongly encourages members to submit requests for retirement or other
RCC change at least nine months prior to the desired effective date.
g. RPM Roadshow: Commands are reminded to review ALCGRSV 020/18
Reserve Personnel Management Roadshow Solicitation for AY19 and AY20
RPM outreach opportunities.
11. IAW REF F, members who decline SELRES assignment orders must
notify PSC-RPM of their intent to decline within 30 days of PSC-RPM
orders issuance date. Notification of intent to decline SELRES PCS
orders must be forwarded electronically to the appropriate AO for
action. Failure to notify PSC-RPM of intent to decline may result in
discharge for unsatisfactory participation.
12. PSC-RPM will continue to communicate through traditional channels
(message traffic, off-season solicitations, and shopping list
updates). Reserve assignment information is available on the PSC-RPM
website (http://www.dcms.uscg.mil/PSC/RPM/RPM-2/RPM-2/). AY19 guidance
will be provided in the AY19 Kick-off messages, which we anticipate
releasing in August 2018.
