INCENTIVE PAY FOR DESIGNATED UNITS (DUP)

1. This ALCOAST announces eligibility and amounts paid for SELRES Enlistment
and Affiliation bonuses as authorized by Ref A. It also announces the
reinstatement of Designated Unit Pay (DUP), formerly known as High Priority
Unit Pay. These bonuses and DUP are being reinstated to help facilitate a
return to authorized strength.  Additionally, these bonuses and DUP will
enable our most critical units to be maintained at full capacity.
2. The following eligibility criteria and bonus/DUP amounts are effective
01 April 2018 and will remain in effect until 30 September 2018, or until
further notice. For the purpose of this ALCOAST and the SELRES Bonus/DUP
Program, designated or critical units are defined as Port Security Units (PSU),
Naval Coastal Riverine Squadrons (CORIVRON), and Naval Coastal Riverine
Groups (CORIVGRU).
3. SELRES Enlistment Bonus:
   a. Eligibility requirement for initial enlistment (new accession with no
prior military service) under the RP, RK, RX, or RA programs: applicant must
enlist for at least six-years and must complete Initial Active Duty for
Training (IADT) within 18 months. IADT consists of Basic Training or Direct
Petty Officer Training (DEPOT) plus A-school completion, if required. Any
unearned bonus amounts will be recouped as required by Ref D. if any of the
conditions in Ref C. are not met.
   b. Bonus Amounts: One of the following bonus amounts is authorized for
the following agreements to be paid in two equal amounts if participation
standards outlined in Ref B have been met:
     (1) For a six-year, new accession SELRES agreement, in any rate, at any
unit, a total of 2,000 dollars is  authorized; one half (1,000 dollars) to
be paid upon completion of IADT, and the remainder (1,000 dollars) to be
paid after one year of service following completion of IADT. 
     (2) For a six-year, new accession SELRES agreement, in the critical
rates of BM or ME, into a Port Security Unit (PSU), a total of 5,000 dollars
is authorized; one half (2,500 dollars) to be paid upon completion of IADT,
and the remainder (2,500 dollars) to be paid after one year of service
following completion of IADT.
4. SELRES Affiliation Bonus and Prior Service Enlistment Bonus:
   a. Eligibility requirement for USCG Release from Active Duty (RELAD) or
discharge personnel into any ratings, who are E-4 or above and obligated
to serve the remainder of their initial eight-year MSO in the Ready Reserve:
member agrees to affiliate with the SELRES for a minimum of three-years. 
The SELRES affiliation agreement for bonus payment should be executed
before the member is released from active duty.  However, if necessary, the
agreement may be executed up to nine months after the RELAD or discharge
date. For RELAD or discharged members transferred to the Inactive Ready
Reserve (IRR) due to billet non-availability, eligibility for the
affiliation bonus remains effective for up to nine months after RELAD or
discharge.
   b. Eligibility requirement for initial enlistment (new accession with
prior military service, USCG or DoD), no remaining military service
obligation (MSO), and who have over seven years nine months but less than
14 years of combined military service: member shall commit to either a
three-year or a six-year SELRES agreement, be an E-4 or above under the
RQ program.
   c. Assignments to overbilleted and unbudgeted positions are discouraged,
but will not preclude RELAD members from receiving an affiliation bonus. 
   d. Bonus Amounts: One of the following bonus amounts is authorized for
the following agreements to be paid in two equal amounts, the first half
to be paid upon completion of first drill and the second half to be paid
one year from payment of first bonus installment if participation standards
outlined in Ref B. have been met: 
     (1) For a six-year SELRES agreement, in the critical rates of BM and ME,
for assignment to PSUs 308, 309, 312, or 313, a total of 10,000 dollars is
authorized.
     (2) For a six-year SELRES agreement, in the critical rates of BM and ME,
for assignment to PSUs 301, 305, 307, or 311, a total of 5,000 dollars is
authorized.
     (3) For a three-year SELRES agreement, in any rate, at any unit, a
total of 2,000 dollars is authorized.
5. DUP is authorized at 15 dollars per Inactive Duty Training Period (IDT)
and Additional Training Period (ATP) drills for reservists
assigned to a PSU, CORIVRON, or CORIVGRU.
6. Application procedures for enlisted bonus programs, additional
eligibility restrictions, payment schedules and information on recoupment
of bonuses, should a member not satisfactorily complete a contract are
outlined in Ref C. Before advising members of bonus eligibility, commands
or recruiters shall ensure that a member meets all requirements in this
message and in Ref B. Bonus eligibility shall be documented on an
Administrative Remarks, Form CG-3307, entry reading as follows: "I have
been advised that I am eligible for a XXX dollar incentive SELRES enlistment
or affiliation bonus. Receipt of this bonus commits me to SELRES
participation through MM/DD/YYYY. I hereby acknowledge that I have read and
fully understand the contents of ALCOAST XXX/18". Commands shall initiate
recoupment action on members who receive a SELRES bonus and then do not meet
satisfactory participation requirements outlined in Ref B.
7. The date of eligibility is upon written agreement (orders or Administrative
Remarks, Form CG-3307) from the member to serve in the SELRES.
8. SELRES members who accept an Extended Active Duty (EAD) Contract or are
approved for conditional release into a Department of Defense (DoD) enlistment
to fill a vacant active duty billet and SELRES members who integrate to active
duty during the period to which they committed to serve with the SELRES shall
have the unearned portion of the affiliation bonus recouped. SELRES who are
performing short-term or long-term Active Duty Operational Support (ADOS),
whether it is in support of a Contingency or not, shall retain their bonus
and will not have the bonus recouped.
