1. In accordance with Ref A, this message announces the establishment
of supplemental advancement eligibility lists for BM2. The May
2018 SWE is waived for all BM2 candidates. 
2. Effective 01 April 2018, the CO may recommend eligible members be 
placed on the BM2 supplemental advancement eligibility list when applicable
requirements identified in 3.A.5 of Ref A and all the
supporting information is viewable in Direct Access. Submit requests
to PPC Advancements and Evaluations Branch (ADV).  The format is located at: https://cg.portal.uscg.mil/units/ppc/SitePages/Advancements%20and%20Evaluations%20Branch.aspx.
3. Upon receipt of a request, PPC(ADV) will place the member's name
in the next position on the respective supplemental advancement
eligibility list provided all advancement eligibility requirements
have been met. If a review of the data in Direct Access indicates
missing prerequisites, PPC(ADV) will reply by message with the action
required. Once action is completed, the command must submit another
request by message. Each member's standing on the supplemental
advancement eligibility list is based solely on the Date-Time-Group
(DTG) of the request message. PPC(ADV) will only use DTG reflecting the
actual time of release of the message. Backdating the DTG is not
permitted. Commands requesting placement of more than one member on
the same day must submit a separate message with a different DTG for each
member.
4. Non-receipt of required Enlisted Employee Reviews (EER) within
current pay grade continues to be the primary incomplete advancement
eligibility requirement. The most recent required EER must appear in
the Employee Review Summary section to be considered final.
5. Members recommended for supplemental advancement must have a
minimum of 12 months good conduct eligibility prior to the DTG of the
message requesting placement.
6. Members who exceed their maximum allowable weight and body fat
standards may be placed on the supplemental advancement eligibility
list, however the CO shall withhold advancement per 3.A.20.b.(2).(e) of Ref A
and Ref B.
