1. This message promulgates a change to REF (A) for the May 2018 P-POP. Due to
exceptional circumstances, the May 2018 P-POP will convene as an insert board only.
Specifically, there is uncertainty concerning the FY18/19 Omnibus which will impact
the shore facilities requirements list (SFRL), and the need to program projects for FY25.
Additionally, scarce planning resources are fully engaged in the exigent effort to execute
the $718.9M hurricane supplemental, while keeping other Shore Facility Planning List (SFPL)
priorities on schedule.
2. The P-POP insert board will convene on 01 May. REF (A) describes the process for
project nominations and prioritization. Only urgent projects that cannot wait until next
year’s P-POP cycle to be prioritized should be considered. The insert board is a zero sum
process where the impact of inserted projects shall be evaluated to avoid significant
rerack of the already prioritized list. Submitters of inserts shall identify prioritized
project(s) to be considered for substitution. Please review the insert criteria contained

3. The board is comprised of four members consisting of PACAREA, LANTAREA, DCO, DCMS senior
representatives. The five product line managers (PLM) consist of Mission Support, Mission
Readiness, Tactical Operations, Strategic Operations and Waterways Operations. Upon
completion of the P-POP, SILC will forward the recommended inserts and the validated SFRL to
COMDT (CG-43) for approval and will separately publish the FY18-FY24 SFRL and consolidated
SFPL. REF (B) published the FY20-24 SFRL spendplan. Based upon project execution and the
anticipated FY18 and FY19 budgets, the current updated FY20-24 spendplan is available at

4. The following schedule has been developed to allow sufficient time to prepare and
evaluate the proposed project information:
A. 30 MAR 2018 - Product Line Managers (PLMs) will gather pertinent data sheets from the
portal site and begin discussions with stakeholders to validate potential insert candidates
and identify project(s) for substitution. No changes shall generally be made to the FY21-22
projects. Changes are allowed for FY23-24.
B. 09 APR 2018 – PLMs shall upload P-POP insert project data sheets to the SILC CGPORTAL
site in the May 2018 P-POP insert folder: http://cglink.uscg.mil/7763a4af.
C. 13 APR 2018 – PLMs submit recommended AC&I insert prioritization and upload briefing
slides to the SILC CGPORTAL site in the May 2018 P-POP insert folder. This data will be
briefed to P-POP panel members in May.
D. 17 APR 2018 - SILC publishes P-POP insert priority
recommendations on CGPORTAL for P-POP panel members’ preliminary review.
E. 01 MAY 2018 - P-POP board convenes.
5. The C-POP insert board will convene on 01 May, following the P-POP. PLMs may recommend
urgent and compelling projects to be inserted into the FY19 and FY20 AFC43 C-POP list,
promulgated by REF (C). Projects that PLMs recommend for C-POP insert must satisfy the insert
criteria (CASREP) prevention, significant cost avoidance, or urgent need) outlined in REF (D):

project is inserted, a project(s) of similar value shall be “rolled” from the list to the
next FY.
6. The P-POP and C-POP insert meetings are planned to be held via teleconferencing and/or

7. The December 2018 C-POP and P-POP insert board may be expanded to begin prioritization of
the FY25 AC&I program. The results of the FY18/FY19 appropriation will dictate the need for
that effort.
