1. In accordance with REFs (A) and (B), Unit Commanders, Commanding Officers and
Officers-in-Charge are responsible for ensuring that operational and support activities at
their units are in compliance with applicable environmental laws, regulations, Executive
Orders, and DHS and Coast Guard policies. That includes ensuring that personnel, such as
Environmental Protection Specialists or Assistants, collateral duty civilians, uniformed
personnel and others, who handle or manage hazardous waste have received the required
hazardous waste management training including that necessary to sign Uniform Hazardous
Waste Manifests.
2. This is to announce the availability of quotas for the Coast Guard Introduction to
Hazardous Waste Generators and Handling (IHWGH) course (502450). Classes have been scheduled
for eight dates between April and August 2018 at various locations across the country. This
course fulfills the regulatory training requirements of the Resource Conservation and
Recovery Act, Clean Waste Act, Hazardous Materials Transportation Uniform Safety Act, and
the Occupational Safety and Health Act (for first responders).
3. As a prerequisite to the course, potential students must first complete the online
Collateral Duty Environmental Coordinators Course. The course can be accessed through the
following link: https://epss.uscg.mil/evc_epss/index.htm.

Select Introduction to Hazardous Waste Handling and Generators Course. Then navigate to the
Flyer IHWGH 2018 and Attch 1 Pre-Registration Signup Sheet 2018. Please submit requests to
John Ballinger at john.w.ballinger@uscg.mil. Once nominations are received, selection of the
final list of attendees will be determined and individuals notified.
5. Once an individual has been selected and received notification, the units must submit a
quota request for each student in Direct Access. This applies to both military and civilian personnel.
