SUBJ: SOLICITATION FOR NOMINEES FOR THE 2017 COAST GUARD CIVILIAN EMPLOYEES OF THE YEAR (CEOY) AND THE NON-APPROPRIATED FUND EMPLOYEES OF THE YEAR (NAF EOY)

1. Nominations are being accepted for the 2017 CEOY and NAF EOY. The CEOY and NAF EOY
annually recognize outstanding achievements by Coast Guard civilians in all grade levels
and any career field. The opportunity to recognize Civilian Employees of the Year (CEOY)
has expanded in calendar year 2017. Six General Schedule (GS) and Federal Wage System (FWS) civilian employees and two non appropriated fund (NAF) employees who have significantly contributed above and beyond the scope of their normal duties from 1 January through 31 December 2017, will be recognized with this prestigious award.
2. Nominations for the CEOY will be independently selected in each of the following
categories: two selectees at level GS-14 or FWS-14 and above, two selectees at the
GS-10 thru GS-13 or FWS-10 thru FWS-13, and two selectees at the GS-9 or FWS-9 and below.
3. Two nominations for the NAF EOY will be independently selected from NAF employees, one
at the NF 4-5 level and one at the NF 1-3 level, including Crafts and Trades NA, NL and NS.
Commands are encouraged to thoroughly assess all eligible GS, WG, and NAF employees on their staffs and nominate those deserving of these high level awards.

6. Nomination packages for the CEOY must be submitted IAW Paragraph 4. NAF EOY nomination
packages must be submitted IAW Paragraph 5. All nominations must be submitted in specific
memorandum format citing achievements and accomplishments during calendar year 2017.
Please ensure nominations have been cleared and endorsed through the appropriate chain of
command, i.e., Coast Guard Unit Commanders, Commanding Officers, Officers in Charge,
Deputy/Assistant Commandants, or Chiefs of Headquarters staff elements prior to submission.
All CEOY nominations must be endorsed by a Flag Officer/SES in the chain of command prior
to submission to COMDT (CG-1214).
7. The Coast Guard Award Recommendation, Form CG-1650, found at:
https://cgportal2.uscg.mil/sites/externaldata/Forms/CG_1650.PDF, must be submitted with
each nomination and must include:
a. Name, position title, rank or grade, and unit/command of the nominator;
b. Name, position title, series, grade, phone number and work mailing address of
the nominee;
c. Nomination category IAW Paragraph 2; and
d. Name and phone number of the person to contact for further information about
the nomination.
8. Submit CEOY nominations electronically to CivilianAwardRequests@uscg.mil.
9. Submit NAF EOY nominations electronically to Edith.Peare@cgexchange.org.
10. All nominations must be received by COB 16 March 2018.
11. All recipients will be honored at the annual CEOY/NAF EOY Awards Ceremony held on
08 May 2018 at Coast Guard Headquarters, Washington, DC. Detailed logistical information
regarding ceremony and events will be provided in separate correspondence after selections
are made. Travel for award recipients will be funded by the nominating command. Travel for
guests is at the discretion of and funded by nominating commands under TDY or invitational
orders procedures, as appropriate.
