SUBJ: SOLICITATION FOR FY18 LEADERSHIP DEVELOPMENT PROGRAMS
1. The Office of Leadership, COMDT (CG-12C), is soliciting applications
for Graduate School USA, Capitol Hill, and White House FY18 Leadership and
Professional Development program offerings for civilians and military members.
These outstanding programs are designed to grow future public service
leaders with unique opportunities to expand their leadership knowledge base
in focused environments.
2. Graduate School USA Courses:
   a. The Aspiring Leader Program (Course Code: 500926) is held in
Washington, DC. This intensive blended program is structured to prepare
future public service leaders by strengthening core competencies and
managerial skills essential to the growth and success of individuals in the
GS 4-6 levels. Participants will be required to attend two, one-week training
sessions, and complete assignments between training sessions.
      1) Eligibility: GS 4-6, Non-Appropriated Fund (NAF) NF 2-3, and
equivalent wage grade levels (WG 5-11, WL 1-14, WS 1-8).
      2) CG Application Deadline: 1 MAR 2018
      3) Program Duration: One month, 23 JUL 2018 to 31 AUG 2018 
      4) Resident Session Dates: 23-27 JUL 2018 and 27-31 AUG 2018
      5) Assignments to be completed outside of resident convenings include
at a minimum: a team project, individual needs assessments, a leadership
development plan, one-on-one interviews with federal managers, readings
and written reviews of books on management issues. Members should plan to
spend an average of 3-8 hours per week outside of the resident sessions to
complete assignments.
   b. The New Leader Program (Course Code: 500917) is held in Washington,
DC. This six-month blended program develops future public service leaders by
providing assessment, experiential learning and individual development
opportunities, and is open to employees who have high potential for
leadership or have recently entered leadership positions. Individuals
should be nominated for this program based on their potential and motivation
to complete all requirements and participate fully in all components of this
intensive six-month program. Participants will be away from their primary
duties for three, one-week sessions, and complete assignments between
training sessions.
      1) Eligibility: GS 7-11, NF 3-4, and equivalent wage grade levels (WG
10-15, WL 6-14, WS 8-13).
      2) CG Application Deadline: 1 MAR 2018
      3) Program Duration: Six months, 20 AUG 2018 to 1 MAR 2019
      4) Resident Session Dates: 20-24 Aug 2018, 26-30 NOV 2018, and 25 FEB
to 1 MAR 2019
      5) Assignments to be completed outside of class hours include at a
minimum: individual assessments, a leadership development plan, learning
teams/team projects, a four-week developmental rotational work assignment,
leadership book readings, two management interviews, and a three-day shadow
assignment. Members should plan to spend an average of 4-6 hours per week
outside of the resident sessions to complete assignments.
   c. The Executive Leader Program (Course Code: 500916) is held in
Washington, DC. This is a blended leadership development program designed
for mid-level employees that provides assessment, experiential learning
and individual developmental opportunities, and career planning for
high-potential federal employees to prepare them for future positions
as leaders and managers. This training requires participants to be
away from their position for a minimum of four, one-week sessions, and
complete assignments between training sessions. 
      1) Eligibility: GS 11-13, wage grade equivalent (WL and WG 10-  
15), NF 4-5 members who are not supervisors or are new supervisors with
less than one year of supervisory experience.
      2) CG Application Deadline: 1 MAR 2018
      3) Program Duration: Nine months, 7 MAY 2018 to 8 FEB 2019
      4) Resident Session Dates: 7-11 MAY 2018, 6-10 AUG 2018, 5-9 NOV
2018, and 4-8 FEB 2019
      5) Assignments to be completed outside of class hours include at a
minimum: one eight-week developmental rotational assignment outside of the
position of record, interviews with senior federal managers, leadership
readings, a one-week shadowing of a federal manager, a team project on a
leadership related topic, a leadership development plan, and an individual
needs assessment. Members should plan to spend an average of 4 hours per
week outside of the resident sessions to complete assignments.
   d. The Executive Potential Program (Course Code: 500915) is held in
Washington, DC. This blended program provides leadership and managerial
training and development opportunities for employees who have a high
potential to become a future senior Federal manager. The ideal participants
are employees who may be expected to assume responsibility for programmatic
or policy leadership in their departments or agencies in the near future.
Participants should plan on being away from the unit for four, one-week
sessions.
      1) Eligibility: GS 13-15, wage grade equivalent (WS 14-18 and WL
WL-14) members.
      2) CG Application Deadline: 1 MAR 2018
      3) Program Duration: 12 months, 16 APR 2018 to 19 APR 2019
      4) Resident Session Dates: 16-20 APR 2018, 13-17 AUG 2018, 10-14 DEC
2018, and 15-19 APR 2019
      5) Assignments to be completed outside of class hours include at a
minimum: two 60-day developmental rotational assignments, individual feedback
assessments, a leadership development plan, experiential learning
teams/projects, senior executive interviews, and shadowing assignments.
Members should plan to spend an average of 20 hours per week outside of the
resident sessions to complete assignments.
   e. Units with members attending GS Graduate School courses need to support
their participant in the following manner:
      1) Help facilitate and support developmental rotational assignment(s) if
applicable - preferably in an area outside of the members specialty and command
environment. 
      2) Units are highly encouraged to be active in the member's leadership
growth - to include participating in the development of the Leadership
Development Plan (LDP), and shadow assignments. Supervisors should seek to
assist members in finding shadow assignments that will develop and encourage
leadership opportunities with possible advancement opportunities.
      3) Support and encourage member participation in the training program
and its extensive requirements.
      4) Assist the member in completing required training assignments in a
timely manner, such as: Senior Executive Interviews, Community Service,
Impact Paper, etc.
3. Alan L. Freed Associates Courses:
   a. Capitol Hill Workshop (Course Code: 500921) is held in Washington,
DC. This course provides managers the opportunity to discuss a number
of current and critical issues featuring a group of nationally recognized
speakers who are experienced in all aspects of the national policymaking
process.
      1) Eligibility: GS 13-15, and O-5/O-6.
      2) CG Application Deadline: 1 MAR 2018
      3) Resident Session Dates:  11-12 SEP 2018
   b. White House Workshop, (Course Code: 500920) is held in Washington,
D.C. This program provides managers with a faculty of high-level,
internationally recognized experts who will discuss both the domestic and
global implications of the administration's policies and their impact on
executive leadership in the Department of Defense, the Intelligence
community, and other Executive branch agencies.
      1) Eligibility: GS 13-15, and O-5/O-6.
      2) CG Application Deadline: 1 MAR 2018
      3) Resident Session Dates: 18-20 Sep 2018
4. Application Procedures:
   a. A selection panel will be convened to select the best qualified
candidates for these courses. Application procedures and course

   b. All travel and tuition costs for these programs are funded by
the Office of Leadership through AFC 56 funds.
