1. This ALCGENL updates paragraphs 5 and 6 of REF A and provides specific guidance for E6 to E8 2018 HYT candidates.
2. 2018 HYT timeline:
a. 01 January 2018: Deadline for HYT candidates who are retirement eligible to submit a retirement request with an effective date NLT 01 September 2018 to the following email address: ARL-PF-CGPSC-EPM-1-Retirements(at)uscg.mil. Submitting a request for retirement does not negatively affect a waiver decision.
b. 12 January 2018: Deadline for E6 to E8 candidates to submit waiver
requests.
c. 17-19 January 2018: HYT PGP waiver panel conducted for E6 to E8
candidates.
d. Early February 2018: Publish HYT PGP waiver statistics for E6 to E8
candidates. Candidates will be individually notified of waiver panel results via an e-mailed memo response through their respective command.
e. 01 September 2018: 2018 HYT candidates not approved for a waiver are
required to be separated or retired.
3. Candidates granted a waiver may be required to PCS based on service needs.
4. E6 to E8 candidates identified as 2018 HYT candidates desiring to serve beyond their PGP shall submit a CG Memo NLT 12 January 2018 to the same e-mail address noted above. The memo shall be limited to two pages including the endorsement from the commanding officer. Authorization to compete for advancement will be considered across each rating and paygrade separately based on Service need, and should not be addressed in the memo or endorsement. Candidates must address in their waiver requests whether they are willing and qualified to PCS to fill critical positions or extend in a critical position.
5. HYT candidates with an open Physical Disability Evaluation System (PDES)case may submit a waiver request; however, further continuation in the Service will depend on both the final determination of the PDES case and the determination of the HYT waiver by the panel. Further information regarding PDES cases may be found in article 3.E.2 of REF B.
6. As with any enlisted panel, each candidate should also review and update their Direct Access service record information and work with their SPO or admin offices to ensure the electronic personnel data record (EI-PDR) is accurate and complete. While it is the SPO responsibility to ensure that all required information in the member’s SPO PDR is also in the member’s EI-PDR, it is each member’s responsibility and in their best interest to verify the contents of the EI-PDR are complete.

8. Candidates are encouraged to submit a waiver request through their
respective commands if they desire to remain in the Service. Commands should ensure the widest dissemination of this message at their units. Memo templates and FAQs with additional 2018 HYT information are located at the CG PSC-EPM-1 website:https://cg.portal.uscg.mil/units/psc/psc-PM/SitePages/HYT.aspx.
