SUBJ:  PROMULGATION OF CUTTER ANCHORING OPERATIONS, TACTICS, TECHNIQUES, AND
PROCEDURES (TTP), CGTTP 3-91.19
A. Cutter Anchoring Operations Tactics, Techniques, and Procedures, CGTTP 3-91.19
1. Effective immediately, REF (A) provides guidance and instruction to USCG
personnel conducting anchoring operations.
2. This TTP publication provides procedural guidance to the cutter community for
conducting anchoring evolutions across large and small deck cutter platforms.
The TTP discusses safety procedures, communications, anchoring procedures, how
to anchor in different environments, (e.g., nighttime anchoring, various weather
and sea conditions, low visibility). It also provides guidance for conducting an
anchoring brief, recommended anchoring assignments, and an example anchoring bill.
3. Submit recommendations for TTP improvements or corrections through the TTP
Request form by navigating to CGPortal, selecting References and then TTP Request.
The electronic version of REF (A) is the most current version of the TTP and is
maintained by FORCECOM in the CGTTP library. The CGTTP library can be accessed by
navigating to CGPortal, selecting References and then selecting Tactics,
Techniques, and Procedures Library.
4. Bravo Zulu to members of the Integrated Process Team (IPT) for their time,
professionalism, and diligence. IPT partners who supported this team effort
include COMDTs (CG-751, CG-1131), ATO Mayport, ATO Norfolk, ATO San Diego,
CG LDC, TRACEN Yorktown, LANTAREA, PACAREA, CGC STURGEON BAY, CGC MACKINAW,
Sector Hampton Roads, Station Cheboygan, Station Fort Macon, ANT Coos Bay,
Station Charleston, and HITRON Jacksonville.
