SUBJ:  HAZARDOUS WASTE FUNDING STANDARD PLANNED REVISIONS
A. Resource Conservation and Recovery Act, 42 USC, et seq.
B. Hazardous Waste Management Manual, COMDTNOTE M16478.1 (series).
1. This message announces planned changes to the hazardous waste (HW) funding
standard and distribution of funds for HW management and requires field level
reporting.  
2. REFs (A) and (B) require the Coast Guard to properly manage HW generated by
Coast Guard activities, personnel and on Coast Guard facilities and vessels.
HW funding is based on a legacy distribution standard contained in the Web Budget
Model. Object Class Code (OCC) 252P (Hazardous Waste Disposal Services) is used to
properly account for HW expenditures. 
3. To ensure that HW budget is effectively and efficiently used in achieving
Coast Guard HW compliance requirements and objectives, COMDT (CG-47) will review
and analyze HW expenditures throughout FY18. As appropriate to better meet Coast
Guard compliance requirements and objectives, COMDT (CG-47) may develop a revised
funding standard that changes the amount of funds allocated to each unit and how
those funds are distributed. CONDT (CG-47) will work with the Resource Management
Offices (RMO) to facilitate implementation of this initiative.
4. To ensure the revised model is based on the most comprehensive and accurate
information available throughout FY18 and beyond, all units that receive HW
management funds or incur expense for the management of HW must accurately record
the transactions under the 252P OCC. Copies of all hazardous waste manifests must
be sent to COMDT (CG-47), via Sharepoint Site:
https://cg.portal.uscg.mil/units/cg47/HazWasteManifests/default.aspx within 2 weeks
of waste shipment. Additional information relevant to the expenditure of resources
for the management of HW not coded as 252P, such as Inter Agency Agreements (IAA)
for the disposal of HW, must also be loaded to the Sharepoint site for consideration.
5. These changes will be incorporated into the next edition of REF (B), which will
be released within the next year.
