SUBJ:  PROMULGATION OF COAST GUARD OPERATING FACILITY MANUAL

B. OPERATING FACILITY CHANGE ORDER (OFCO) MANUAL, COMDTINST M5440.3A
1. The purpose of this ALCOAST is to announce the promulgation of reference (A).
reference (B) is hereby cancelled.
2. Significant changes to the Manual include:
   A. Official listings of Coast Guard Operating Facility Address Codes (OPFAC)
will no longer be released every 6-12 months. COMDT (CG-833) will update the
listing on a monthly basis and make it available to all units on CGPORTAL at:
https://cg.portal.uscg.mil/units/cg833/OPFAC_List/default.aspx.
   B. The Operating Facility Change Order (OFCO) execution checklists contained
in reference (B) are not incorporated in reference (A). The checklists will be
maintained and available on CGPORTAL at: http://cglink.uscg.mil/OFCO-Checklists.
Examples of OFCOs are located at the same site.
   C. Chapter 1 includes and expands upon current OPFAC policy, including
the role OPFACs will have in relation to the upcoming implementation of the new
accounting line required by the new Financial Management System.
   D. Chapter 2 includes policy contained reference (B).
   E. Chapter 3 contains new policy to standardize the format and process in
which each unit's physical, mailing, and freight addresses are maintained in
Direct Access and the Defense Logistics Agency's Department of Defense Activity
Address Directory (DoDAAD) system. An update to Change of Mailing, Freight, and
Billing Address, Form CG-4183 that closely follows policy contained in this
Manual will be released via SEPCOR.
3. The Instruction is available to all units on CGPORTAL at:
https://cgportal2.uscg.mil/library/directives.
4. Hardcopies will not be mailed per the Standard Distribution List.
