R 17 AUG 17 UNCLAS //N01301// ALCGRSV 030/17 SUBJ: ASSIGNMENT YEAR 2018 (AY18) RESERVE SENIOR COMMAND SCREENING PANEL A. PY18 SCHEDULE OF OFFICER PERSONNEL BOARDS AND PANELS, CG PSCINST 1401.1 1. REF A outlines the eligibility criteria for O-6 and O-5 commands and is available on the CG Portal (CAC required): https://cg.portal.uscg.mil/units/psc/psc- opm/1/Shared%20Documents/PSCINST_1401.1A.pdf. 2. The AY18 Reserve Senior Command Screening Panel (RSCSP) will convene 13 Nov 2017 to screen eligible officers for command of Port Security Unit (PSUs) and Coast Guard Reserve Units (CGRUs) augmenting Combatant Commands (COCOMs). To better align with standard Coast Guard practice, all AY18 command screenings will be at the member’s request, unless adequate candidate pools are not attained. 3. Key dates and information: A. 15 Sep 2017: DA application deadline. B. 15 Sep 2017: Waiver requests due to PSC-RPM. C. 30 Oct 2017: Last day to submit communications to the panel. D. 13 Nov 2017: Panel convenes. 4. The AY18 RSCSP will screen eligible candidates for the following commands: A. O-6 Commands: CO CGRU JOINT STAFF CO CGRU SOUTHCOM B. O-5 Commands: CO PSU 308 CO PSU 309 5. To be considered by the RSCSP, officers must meet the criteria listed in enclosure (1) of REF A. A. Eligibility: 1. Captains and Commanders 2. Tour complete in AY18 3. Meet REF A screening criteria B. Those eligible service officers who desire assignment to an O6 or O5 Commanding Officer position, must apply through the panel submission process in Direct Access (DA) NLT 15 Sep 2017. Officers who have been selected for Captain or Commander in Promotion Year 2018, may request screening if otherwise qualified. 6. Sitting or previous PSU CO’s are not eligible to screen. 7. Detailed directions for applying to the RSCSP are available on the PSC-RPM-2 website: http://www.dcms.uscg.mil/Our- Organization/Assistant-Commandant-for-Human-Resources-CG-1/Personnel- Service-Center-PSC/Reserve-Personnel-Management-PSC-RPM/RPM- 2/Reserve-Senior-Command-Screening-Panel/. In addition to the Application Process Guide on the RPM-2 website, the following step by step instructions are provided: A. Log in to Direct Access B. In the "EMPLOYEE" box, click "Tasks" C. Select “My Panel Submissions” D. Select “Command Screening” from the “Panel Source” drop down menu and click “Go” E. When the search screen appears, enter the following: AD/Res Ind: “Reserve – Active Component” Bus unit: “Officer” Job Code: 000093 (For CAPT) or 000094 (For CDR) F. Click “Search” G. Check box under “Apply” for CMRCSP H. Click “Submit” I. Click “Edit” to enter member comments and forward for command endorsement. Any waiver requests must be addressed here. See paragraph 7 (below) for waiver requirements. J. Click “Save” to save comments and forward to the endorser. Eligibility Confirmation and Waiver Requests: PSC-RPM will release an initial candidate confirmation message, on or about 18 Sep 2017, listing all members who have requested and are found eligible to screen for command. Officers who meet the requirements in REF A, but are not tour complete in AY18 shall submit a waiver request by memo with a command endorsement for early transfer. Members, who believe they have the skill sets and qualifications for these screened positions, but do not meet the eligibility criteria of REF A, may request a waiver. PSC-RPM will review the records of members requesting waivers to determine whether they have the necessary experience as a LCDR or above for O-5 commands or CDR or above for O- 6 commands. Send endorsed memo waiver requests via email to the panel coordinator NLT 15 Sep 2017. 9. Application deadline is 15 Sep 2017. No applications will be accepted after the deadline. 10. Those unable to connect to DA may communicate their requests to screen via email to the contact listed in paragraph 12. Each member must follow up with a panel submission as soon as DA connectivity is available. 11. All members should verify their DA information is accurate. 12.
