A. Enlisted Accessions, Evaluations, and Advancements, COMDTINST M1000.2A
1. This ALCOAST announces a change to advancement policy contained in REF (A), incentivizing members to become a TRACEN Cape May Company Commander (CC) and/or to successfully pass the Officer in Charge (OIC) Board as BM1s. Policies and standards in REF (A) not specifically addressed in this ALCOAST remain unchanged.
2. Article 3.A.3.f.(2) of REF (A) will be amended to include two incentives, described in Paragraphs 3 and 4 of this ALCOAST, that are each worth 1 point on the service wide exam (SWE) final multiple score. These incentives will be treated as awards under this Article, but are not physical awards and no new device will be created as a result of this policy change.
   a. Members may receive both the OIC point and the company commander point.
   b. The total number of Medal and Awards points remains capped at 10 points, and must be reset upon advancement to the next higher grade per Note 2 of Article 3.A.3.f. of REF (A).
   c. These points will show up in the awards section of the PDE. These points will be
effective for the May 2018 SWE for all ranks.
3. Effective immediately, all BM1s who have successfully passed a District OIC Board and received any of the following competencies in Direct Access will receive an additional SWE point. Members will not receive multiple additional SWE points for additional OIC competency codes. This point does not apply to BMs competing for grades other than BMC.
   a. OIC, Ashore Multi-Mission (BMOA)
   b. OIC, Ashore ATON (BMOB)
   c. OIC, Afloat Multi-Mission (BMOC)
   d. OIC, Afloat ATON (BMOD)
4. Effective immediately, any member who earns the CC insignia and related honors and  awards code (CGCCI) will also receive 1 additional SWE point for the current pay grade.
   a. This point will only be effective once in a member’s career, including members who
advance at TRACEN Cape May after earning their CC insignia.
   b. Current qualified CCs who are in a CC billet at TRACEN Cape May will also receive this incentive. This includes CCs who have departed, or will depart TRACEN Cape May during AY17.
5. Once the new Direct Access coding is created, CG PSC will issue additional procedural
guidance for SPOs to ensure members are credited with the above additional SWE points.
6. These changes are effective immediately and will be incorporated into subsequent changes
to REF (A), which will be released within the next year.
