CSMS # 70005765 - Electronic Export Manifest for Truck Cargo Test

U.S. Customs and Border Protection (CBP) is announcing a voluntary two-year test of the Automated Commercial Environment (ACE) Electronic Export Manifest (EEM) for Truck Cargo. The test evaluates the feasibility of requiring truck carriers to electronically submit limited export manifest data at least 24 hours prior to departure from the United States, followed by a complete export manifest filing no later than two (2) hours prior to arrival at the final port of export.

PARTICIPATION & ELIGIBILITY:

• Participation is strictly limited to nine (9) truck carriers that meet all participant requirements as found in the general notice https://www.federalregister.gov/public-inspection/2026-19414/electronic-export-manifest-for-truck-cargo-test
• Prospective participants must have the technical capability to electronically submit data via the ACE Export Truck Manifest Trade Portal or Electronic Data Interchange (EDI).

APPLICATION PROCESS: Interested truck carriers should submit an email application to cbptruckexportmanifest@cbp.dhs.gov with the subject line: “Electronic Export Manifest for Truck Cargo Test Application.”

• The email must state the applicant's interest, confirm qualifications based on eligibility requirements, and provide a point of contact name and telephone number.
