Area Port of Seattle
Purpose:
In an effort to facilitate the movement of cargo and expedite the cargo examination process, the U.S. Customs and Border Protection (CBP) Seattle Area Port is updating the process for the transfer of cargo to a Centralized Examination Station (CES). This TIN applies to maritime and air modes of transportation. This also applies to shipments deemed inadmissible and requiring re-export.
All shipments held for an enforcement examination will be transferred by the CES operator to the CBP designated CES. A 1X transfer for exam will be issued by CBP to authorize the movement of the cargo to the CES.
All shipments held for an agriculture examination will be transferred by the CES operator. Importers or brokers will be allowed to select the CES. Within three days of the Agriculture hold being placed, the importer or broker must notify CBP of the selected CES. If the importer or broker fail to designate a CES within the 3-day timeframe, CBP will select the CES and place a 1X transfer for exam to authorize movement of the cargo. CBP will notify the CES operator to transfer the shipment for examination.
For shipments held for an entry intensive examination, importers or brokers will be allowed to select the CES and designate a customs bonded carrier to move the cargo. Within three days of the entry intensive hold being placed, the importer or broker must notify CBP of the selected CES. The name of the bonded carrier and their bond number must also be provided. If the importer or broker fail to designate a CES or bonded carrier within the 3-day timeframe, CBP will select the CES and place a 1X transfer for exam to authorize movement of the cargo. CBP will also notify the CES operator to transfer the shipment for examination.
For shipments deemed inadmissible and requiring re-export, the importer or broker may designate a bonded carrier to transport the shipment from the CES to a maritime terminal or air carrier cargo facility within the CBP Seattle Area Port. A booking notice and immediate export in-bond filing must be provided prior to movement of the shipment from the CES to the terminal or air carrier facility.
