Effective June 8, 2026, the Agriculture & Prepared Products (APP) Center will begin issuing Customs Form 4647, Notice to Mark and/or Notice to Redeliver, electronically for entries refused by the U.S. Food and Drug Administration (FDA) to Trade Account Owners (TAOs) who have selected "Portal" as their mode of communication in the ACE Portal. This supports CBP’s ongoing efforts to enhance electronic communication and streamline processes.
TAOs who have not selected "Portal" as their communication mode, or who do not have ACE Portal access, will continue to receive CBP Form 4647 by U.S. Postal mail.
This transition is supported by regulatory language permitting electronic issuance of Notices of Redelivery.
To ensure uninterrupted receipt of these notifications, TAOs should verify their ACE account profile settings, confirm that their email address is current, and ensure their mode of communication is set to "Portal." Proper configuration is essential for timely notification delivery.
