CSMS # 68087488 - New ACE Drawback Error Validations Deployed to ACE CERT Environment March 17, 2026
Two new Drawback error messages deployed to the Automated Commercial Environment (ACE) Certification (CERT) environment on Tuesday, March 17, 2026. This update supports Proclamation 10984 Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses into the United States. (Federal Register: Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses Into the United States)
With this change, new ACE validations allow claimants to file drawback claims for the specific eligible Section 232 tariffs (Auto parts and Truck parts) for provisions 1313(a) and 1313(b) and prevents overclaimed drawback refunds associated with ineligible 232 tariffs. When claims fail to meet the requirements, users will receive the following error messages:
- The filer will receive the error code FD12 when the claim date of the drawback claim under 1313(a) or 1313(b) is before November 1, 2025.
- The filer will receive the error code FD13 when the claim under 1313(a) or 1313(b) is not reported with both the eligible 232 HTS# and the Chapter 1-97 HTS# and when the requested claim amount exceeds the available money on the entry summary line.
These updates will deploy to the ACE Production (PROD) environment on Tuesday, April 21, 2026.
