This Trade Information Notice supersedes Trade Bulletins DFW 24-003 (Dated 3/11/2024) regarding hand-carried, line-down, and perishable cargo.
PURPOSE:
The purpose of this notice is to consolidate the procedures for clearing commercial Hand-Carried merchandise/cargo.
Background
Hand-Carried cargo is defined as cargo within the cabin of an aircraft and under the passenger’s control. Hand carried cargo usually consists of valuable items such as jewelry, coins, precious stones, or it may consist of samples. Hand-Carried cargo does NOT include merchandise that is stored in the cargo hold.
As a general rule, commercial cargo transported as baggage will be turned over to the carrier for storage at its premises and a post-entry will be required at the U.S. Customs and Border Protection (CBP) cargo office applicable to the arriving Port (Dallas/Fort Worth, Amarillo, Austin, Lubbock, San Antonio, Oklahoma City, and/or Tulsa). CBP reserves the right to require post-entry processing of any cargo, regardless of its nature, when deemed necessary.
Action
The procedure for entering a MOT 60 entry for Hand-Carried cargo is as follows:
Whether input by CBP or by the broker, all of the following fields must be input for all Non-AMS bills, including MOT 60. All entries for commercial cargo transported as airline baggage whether hand-carried, line-down or perishable, must have an air waybill assigned. With the Automated Commercial Environment (ACE) Cargo Release, the following should be used when entering a bill for clearance:
- BOL Type (Regular/simple should be selected when applicable) = All other types are inactive for Non-AMS bills.
- SCAC/AWB Prefix (i.e. MBLU or 020)
- BOL number = Bill of Lading should be the airline prefix and the word “HANDCARRIED” (e.g., 001-HANDCARRIED). The Non-AMS Indicator should be Y.
- Quantity = 1
- Voyage/Flight/Trip identifier or number
- Carrier Code = Use the Airline Code that brought the passenger and merchandise
- Arrival Date = The numeric date (MMDDYY) the flight arrived at applicable airport
For merchandise destined to another port, an in-bond should immediately be filed with the airline to move the merchandise to its final destination for CBP clearance.
For merchandise arriving on an international air carrier that is classified as line-down or perishable, a filer will file an entry after the aircraft is “Wheels Up.” An exception would be if the passenger is scheduled to arrive on a morning flight before cargo business hours. The entry would then be filed the business day prior.
** All entries requiring expedited clearance should be filed with a written request stating the reason for the request along with the name of the broker and importer. The request and entry should be placed in the “expedited clearance box” at the cargo office.
Ports of Entry
Merchandise destined for Ports of Dallas/Fort Worth (DFW), Amarillo, Austin, Lubbock, San Antonio, Oklahoma City, and Tulsa requiring a post-entry will be filed at the applicable CBP cargo office by either the ultimate consignee or a customs broker with a power of attorney.
DFW (5501)
CBP Officers at the DFW port of entry (5501) will process entries at the Area Port Office located at 7501 Esters Blvd., Suite 160, Irving, TX, 75063, Monday-Friday, 8:30AM-5:00PM Central Standard Time (CST).
For cargo accompanying a passenger on a flight, filers will be responsible for emailing the entry release to CBP Officers at DFW Terminal D at this email address dfwcargoresolution@cbp.dhs.gov. In addition to the entry release, the broker will provide a cover sheet with the passenger’s name and flight information (a copy of the passport is preferred, but not mandatory).
San Antonio (5507)
CBP Officers at the SAT port of entry (5507) will process entries at the Area Port Office located at 9800 Airport Blvd., Suite 1101, San Antonio, TX, 78216, Monday-Friday, 8:30AM-5:00PM Central Standard Time (CST).
For cargo accompanying a passenger on a flight, filers will be responsible for emailing the entry release to CBP Officers at SAT Terminal A at this email address sat_airport_managers@cbp.dhs.gov. In addition to the entry release, the broker will provide a cover sheet with the passenger’s name and flight information (a copy of the passport is preferred, but not mandatory).
Tulsa, OK (5505)
CBP Officers at the TUL port of entry (5505) will process entries at the Tulsa Port Office located at 2222 North Cargo Road, Tulsa, OK, 74115, Monday-Friday, 8:30AM-5:00PM Central Standard Time (CST).
For cargo accompanying a passenger on a flight, filers will be responsible for emailing the entry release, to CBP Officers at Tulsa Port Office at this email address tulsaokpoe@cbp.dhs.gov . In addition to the entry release, the broker will provide a cover sheet with the passenger’s name and flight information (a copy of the passport is preferred, but not mandatory).
Oklahoma City, OK (5504)
CBP Officers at the OKC port of entry (5504) will process entries at the Area Port Office located at 4300 Highline Suite 250 Bldg., B OKC, OK, 73108, Monday-Friday, 8:30AM-5:00PM Central Standard Time (CST).
For cargo accompanying a passenger on a flight, filers will be responsible for emailing the entry release, to CBP Officers at Oklahoma City Port Office at this email address okccargo@cbp.dhs.gov. In addition to the entry release, the broker will provide a cover sheet with the passenger’s name and flight information (a copy of the passport is preferred, but not mandatory).
Austin, TX (5506)
CBP Officers at the AUS port of entry (5506) will process entries at the Port Office located at 3600 Presidential Blvd, Austin, TX, 78719, Monday-Friday, 8:00AM-5:00PM Central Standard Time (CST).
For cargo accompanying a passenger on a flight, filers will be responsible for emailing the entry release, to CBP Officers at Oklahoma City Port Office at this email address austincbp@cbp.dhs.gov.
In addition to the entry release, the broker will provide a cover sheet with the passenger’s name and flight information (a copy of the passport is preferred, but not mandatory).
For all previously mentioned ports, after contacting the applicable port of entry, the filer should immediately upload documents into the Document Image System (DIS).
If an entry examination is required, the merchandise will go to the carrier’s bonded warehouse or a Centralized Examination Station (CES) for examination and clearance.
Filers are responsible for ensuring there is a proper CBP release in the ACE Automated Broker Interface (ACE ABI). Carriers are responsible for ensuring they have a proper CBP release in the Automated Manifest System (AMS).
Upon submission of the required data elements, a correct response to a successful transmission is "admissible." However, in lieu of an "admissible" message, if a "Documents Required," "Document Review," or "Intensive" message is received, since ACE Cargo Release is a paperless program, filers should immediately upload documents into the Document Image System (DIS). Filers are encouraged to file entries and upload documents as early as possible.
Filers are responsible for providing a hard copy of the CBP release to non-AMS capable facilities.
