SUBJECT: 2026 Annual User Fee for Customs Broker National Permit
OBJECTIVE:
U.S. Customs and Border Protection (CBP) has announced the 2026 National Permit Annual User Fee of $185.38. This fee applies to each National Permit held by a customs broker, whether an individual, partnership, association, or corporation, and is due by January 30, 2026.
CBP began accepting online submissions via the eCBP portal on December 2, 2025 for the 2026 annual permit user fee. All licensed Customs Brokers are encouraged to pay through the eCBP portal, which accepts credit or debit card payments. The portal validates users by the license number and license issue date. If payment is not made through the eCBP portal, the fee must be submitted to the processing center (port location) where the applicant's license was issued. Licensed brokers who do not hold a permit are not required to pay this fee.
Consequences of Non-Payment: Failure to pay the annual user fee by January 30, 2026, will result in the revocation of the permit. If a permit is revoked, the broker must re-apply for a new permit and pay a $100 application fee in addition to the $185.38 Annual User Fee.

Supplementary Information: CBP published a Federal Register Notice on December 2, 2025, announcing this fee. Pursuant to section 111.96 of title 19 of the Code of Federal Regulations (19 CFR 111.96(c)), CBP assesses this annual user fee. CBP regulations (19 CFR 24.22(h) and (i)(9)) stipulate that this fee is payable for each calendar year in each broker district where the broker was issued a permit to do business, by a due date published annually in the Federal Register. Broker districts are defined in the General Notice entitled, “Geographical Boundaries of Customs Brokerage, Cartage and Lighterage Districts” published in the Federal Register on March 15, 2000 (65 FR 14011), and corrected on March 23, 2000 (65 FR 15686) and April 6, 2000 (65 FR 18151). As required by 19 CFR 111.96, CBP provides notice in the Federal Register no later than 60 days before the due date for payment. This Trade Information Notice serves to notify customs brokers that the due date for the 2026 user fee is January 30, 2026.
