Purpose
This notice notifies parties about the expanded use of the Document Imaging System (DIS) pilot program within the Area Port of Houston/Galveston and Freeport in preparation for the replacement of the traditional paper-based system.
Background
Federal Register Notice (FRN) Document Number 2022-09966 titled Document Imaging System (DIS) Pilot for Used Self-Propelled Vehicles Export Document Submission was published on May 10, 2022. The pilot was opened on January 9, 2023, to all Modes of Transportation and to all Ports of Export. CBP continues to promote paperless processing of vehicle exports to expedite and modernize compliance review by allowing the submission of vehicle ownership documentation, currently required in 19 CFR 192, through the DIS.
Program Update
Effective immediately, the Area Port of Houston/Galveston and Freeport will expand the use of the DIS pilot program and encourages broad participation from the trade community. This expansion enables both CBP and the trade community to be well positioned for electronic document and information submission as the primary means to meet export reporting requirements. This expansion also vastly improves CBP’s ability to target and identify high-risk vehicle exports while facilitating legitimate exportation through a more efficient port procedure which benefits the trade community.
