CSMS # 55043024 - Update draft FTZ CATAIR

The Draft FTZ CATAIR chapter for future capabilities is now available on cbp.gov. The update includes updated FZ10 record descriptions for received quantity and FIRMS code. In addition, the supporting information in the appendix F was updated.
