CSMS # 54938958 - GUIDANCE: Annual Quota Opening February 7, 2023: Crystalline Silicon Photovoltaic (CSPV) Solar Cells

In alignment with Presidential Proclamation of February 4, 2022, under Section 201 of the Trade Act of 1974 providing for a tariff rate quota (TRQ) for Crystalline Silicon Photovoltaic (CSPV) cells and an additional duty for modules comprised of CSPV cells, the 2023 new quota period begins February 7, 2023.

NEW On July 20, 2022, the United States Trade Representative published Federal Register Notice 87 FR 43369 “Suspension of the Safeguard Action on Imports of Certain Crystalline Silicon Photovoltaic Cells (Whether or Not Partially or Fully Assembled Into Other Products) Originating in Canada and Modification of the Harmonized Tariff Schedule of the United States” removing CSPV cells and modules products and originating goods of Canada from the safeguard measures. Solar (CSPV) Cells are limited on an annual basis:

February 7, 2023, to February 6, 2024 – 5,000,000,000 watts (5.0 GW)
