U.S. Customs and Border Protection (CBP) has received several reports from members of the customs brokerage community indicating that they no longer receive the electronic delivery of CBP Forms 28, 29, and 4647 to their ACE Secure Data Portal Accounts following the April 23, 2022, ACE Forms Modernization deployment. As a result, CBP is publishing this message to clarify that the legacy ACE Portal Forms capability and the new ACE Forms Modernization Application were designed to deliver electronic CBP Forms 28, 29, and 4647s to importer ACE Portal accounts only and not to broker ACE portal accounts.

Moving forward, brokers can receive a courtesy copy of CBP Form 28, 29, and 4647 issued and delivered to an importer’s ACE Portal accounts via email, if both the importer and broker ACE Portal Accounts have enabled the “Portal” setting in the “Mode of Communication” portlet, the importer has associated all of their Importer of Record (IOR) #s to their ACE Portal Account’s Top Account record and the broker has provided an email address with the Primary Point of Contact record in the sub-account level of the broker’s ACE Portal Account.

If the importer does not have an ACE Secure Data Portal Account or if their IOR# is not associated to their Top Account record, the broker will not receive a courtesy copy of the CBP Form 28, 29 and 4647.
