CSMS #51127478 - Deployment of Expanded Zone IDs
Foreign Trade Zone 9-character [aka Expanded] Zone IDs have been deployed in ACE. The Trade has been made aware of this transition through a Federal Register Notice and through subsequent CSMS messages beginning in September of 2020.
The e214 FTZ Admission, the Cargo Release transaction, the Entry Summary transaction, and Automated Export System (AES) filings have all been enhanced to accept the 9-character Zone ID identifier.
The 9-character Zone ID is a unique identifier assigned to each FTZ Site location and has a one-to-one association to the FTZ Site FIRMS Code.
Three components make up the 9-character Zone ID:
-
3 digits: FTZ Board-assigned number to the Zone Project with leading zeros (e.g., 172, 026, 001)
-
3 alpha-numeric: Subzone Site: FTZ Board-assigned Subzone designation with leading zeros (e.g., 00A, 00C, 0AB); or, General Purpose Zone Site (TSF acreage), Usage Driven or Magnet Site (ASF) FTZ-Board-assigned designation with leading zeros
-
3 alpha-numeric: Site Number assigned by CBP to each Operator's FIRMS Code. The trade cannot choose this.
Please note: There is not a definitive relationship between the 9-character Zone ID and the Legacy 7-character identifier which may have been used previously. Trade users should not attempt to "create" their own Zone ID. Instead, trade users should refer to the ACE Secure Data Portal to retrieve the 9-character Zone ID identifier assigned to a specific FIRMS Code.
FTZ Operators who have access to the ACE Secure Data Portal view of their FTZ Sites can find the 9-character Zone ID identifier for a specific FTZ Site location in two places:
Modernized Portal: A field in the header of the FTZ Site profile called "Zone ID #" displays the full 9-character Zone ID identifier.
Trade partners that do not have Portal view access to the FTZ Site information may apply for an ACE Secure Portal Account at the following link: https://www.cbp.gov/trade/automated/getting-started/portal-applying
