CSMS #49027239 - Change to Use of Designated Exam Site (DES) via Remote Location Filing
The purpose of this message is to inform the trade of a change to the Remote Location Filing (RLF) Designated Exam Site (DES) process.
Filers who want to designate a DES under RLF will need to make entry at the port of discharge and not at the destination port.
Filers who continue to file their RLF entry at a destination port without an active in-bond will be advised to cancel the entry and file a new entry at the port of discharge or to file an in-bond to move the freight from the port of unlading to the port of entry.
For the U.S. Food and Drug Administration (FDA) 801a (non-prior notice) exams, brokers/filers should submit the location of goods using the Import Trade Auxiliary Communication System (ITACS) accessed at https://itacs.fda.gov/.
This processing is intended for legacy participants of the Port of Arrival Immediate Release and Enforcement Determination (PAIRED) and Remote Location Filing Hybrid programs, arriving at New York/Newark and examined by FDA in Philadelphia.
This updated process will be effective 30 days from the date of this message.
This guidance supersedes CSMS 11-00031 dated January 28, 2011, and Section 4.3 of the RLF Handbook.
