CSMS #48425729 -MITIGATING PROCEDURES FOR VERY LARGE TRUCK SHIPMENTS
CBP has noticed a significant increase in truck secondary processing due to trips containing more than 100,000 BOL’s. The current truck system (R4) is not programmed to process extremely large shipments. Consequently, when a trip containing over 100,000 BOL’s on its’ manifest is referred to secondary, the system will time out attempting to display all the BOL’s. This delay in processing could result in a significant wait time. This issue will be resolved in the new truck application. Until the new truck application is deployed, CBP is recommending the following procedures to help mitigate said delays:
- Limiting the trip size to no more than 100,000 BOL’s. This is critical; no more than 100,000 BOL’s.
- If a truck is carrying over 100,000 bills i.e.. 300,000 BOL’s, it is suggested that three separate trips are created, even though the shipment in its entirety is on the same trailer at the same crossing.
- When arriving at primary, The officer should be presented with a cover sheet that lists all the trips in the trailer at that time. Using the example above, all three trips containing the total 300,000 BOL’s would be listed on that cover sheet for that arrival to primary.
- The officer will query each trip, process and either release or refer to secondary. This should have a very minimal impact over all wait times.
- If the truck is referred to secondary, the secondary officers will be able to query the trip with the BOL in question for further processing and/or released. Manifesting smaller trips will allow secondary processing time to significantly improve.
CBP emphasizes that this issue with large trips resides only in the legacy (R4) truck system. Large trips were not envisioned when R4 was created and deployed nearly 20 years ago. We would like to reiterate that the new truck manifest system will have the capacity to handle large trips.
