This message contains important information regarding reporting requirements pertaining to the Countervailing Duty Order on Carbon and Alloy Steel Threaded Rod from the People’s Republic of China (C-570-105).

On April 9, 2020, Commerce published an antidumping duty order on alloy and certain carbon steel threaded rod from the People’s Republic of China (China) and a countervailing duty order on carbon and alloy steel threaded rod from China. The scope of the 2020 AD Threaded Rod from China Order (A-570-104) excludes merchandise covered by the 2009 antidumping duty order on Certain Steel Threaded Rod from China, 74 FR 17154 (April 14, 2009) (2009 AD Steel Threaded Rod from China Order) (A-570-932), available at https://www.federalregister.gov/documents/2009/04/14/E9-8630/certain-steel-threaded-rod-from-the-peoples-republic-of-china-notice-of-antidumping-duty-order. However, merchandise that is subject to the 2009 AD Steel Threaded Rod from China Order (A-570-932) is not excluded from the 2020 CVD Threaded Rod from China Order (C-570-105). The Trade should carefully examine entries made under the 2009 AD Steel Threaded Rod from China Order (A-570-932) to determine whether these entries fall within the scope of the 2020 CVD Threaded Rod from China Order (C-570-105).
