PSC Revert Functionality
U.S. Customs and Border Protection (CBP) deployed enhanced Post Summary Correction (PSC) Revert functionality in the Automated Commercial Environment (ACE). This functionality provides notification to a PSC filer when CBP disagrees with the PSC submission and reverts the PSC to the prior version of the entry summary. Prior to this functionality, a PSC filer was not automatically notified that their PSC was reverted. Filers now receive entry summary status notification messaging that will include CBP’s reason for the reversion.
The revert functionality cannot be used for entries that are in Liquidated, Reliquidated, Pending, or Pending Reliquidation status. When a CBP user reverts a PSC, the entry summary is reverted back to the last accepted version, which may not be the original entry summary. Reverting the PSC will update with a minor change on behalf of CBP (i.e. version 2.00 to version 2.01).
Liquidation Timeframe Policy
Once a PSC is reviewed by CBP, it will be set for the weekly liquidation cycle, unless liquidation of the entry summary is extended or suspended. Once set for the weekly liquidation cycle, the only method that an importer/broker may use to further amend the entry summary is to file a protest.
Importers/brokers may request that CBP extend liquidation of an entry summary, if necessary, to allow time for filing multiple PSCs to address open issues such as trade remedy exclusions. If an importer/broker deems a liquidation extension is necessary for the entry summary, they should confirm the extension of liquidation has been granted prior to filing the PSC. CBP extended the timeframe to file a PSC with the publication of 84 FR 40430 on August 14, 2019. Pursuant to this Federal Register Notice, after an importer is granted an extension of liquidation, a PSC must be transmitted up to 15 days prior to the scheduled liquidation date.
