CSMS #43077105 - Reminder: Non-declared Split Bills - One Conveyance per Entry
Reminder July 1st, 2020, Deployment: Rule 223 – ALL BILLS MUST BE ON THE SAME CONVEYANCE
Cargo moving on the same bill but not declared in the ACE manifest system as a split, is not eligible for split entry processing. As such, one entry per conveyance is required. This applies to a single house bill split across multiple master bills.
ABI filers can determine if a carrier’s bill was split by submitting a cargo manifest entry release query (CQ transaction). Split bills will have a part indicator A, B, C, etc. in the response message.
It is the filer’s responsibility to ensure that cargo on a single bill of lading, moving on multiple conveyances, and not declared as a split are entered separately.
ACE Cargo Release has been coded to enforce this, and consequently any entry that has non-declared split bills of lading from more than one importing conveyance will be rejected, effective July 1, 2020.
