CSMS #42433848 - ACE Statements changes available for CERT testing

CBP implemented Statements changes on Saturday (4/18) night during the ACE standard maintenance window to disable the following Statements validations:

SU error P06 REMOTE ENTRY -CANNOT DEL FROM STMT

SU error P21 MUST BE SINGLE PAY AFTER PN FOR PMS ENTY

SU error P20 SCH PAY DATE INVALID FOR QUOTA

SU error 213 PERIODIC STMT MONTH TOO FAR INTO FUTURE

These changes are available for Trade testing in the ACE Certification environment.
