CSMS #42294026 - Update to the PGA Flag Enforcement Table

The PGA Flag Enforcement table has been updated. The note previously announced in CSMS #42125224 was added to the table. In addition, the following changes were made:

APHIS Lacey and EPA (VNE) – for SE, 06 (weekly), changed the enforcement from YES to NO

EPA VNE – for SE, AE Certified, 06 (not weekly), changed the enforcement from YES to NO
