CSMS #39665345 - REMINDER: FTZ Admissions – zone merchandise status change requests
This is a reminder of the proper procedures in the Automated Commercial Environment (ACE) for requesting changes to an existing FTZ admission (e214) for merchandise status changes as outlined in the January 16, 2018, FTZ CATAIR Chapter:
https://www.cbp.gov/sites/default/files/assets/documents/2018-Feb/ACE%20CATAIR%20FTZ%20-%20Version%202.07%20-%202018-1-16%20Final%20Draft.pdf
Please reference pages 29 and 32 regarding the FT20 and FT40 records.
Status Change “C”- is a post-admission transaction.
- To request a change to the zone status of on-hand foreign status merchandise, report the corresponding admission number (by which the subject merchandise was admitted to the FTZ), and an Admission Type Code of “C” [FT-20 Record].
- The e214 filer is to report [FT-40] an FTZ Operator-created Status Change Bill as described in the introductory text to the FT-40 Record in the CATAIR. No other manifest data is required to be reported.
- A post-admission transaction may only occur after first successfully concurring the original admission.
- Please note: Zone Restricted merchandise cannot be changed to any other zone status without the permission of the Foreign Trade Zones Board at the Department of Commerce.
