Drawback brokers who hold local permits in the drawback ports will transmit under their local permit authorization. Drawback brokers who do not hold local permits in the drawback ports, will transmit under national permit authorization. When the Drawback application (DE) transitions to ACE, brokers with active national permits will systemically be allowed to transmit a drawback claim to each of the drawback ports using port 9900 in the B record. This matches the batch and block format that is currently accepted in ACS for ABI drawback claims.
