Updates have been made to the PGA Message Set and Appendix PGA.
In addition to updating the formats, the following changes are noted.
PGA Message Set:
-PG04, 06 - Removed reference to non-Lacey ACT
-PG26 - Changed packaging qualifier to reflect that when reporting a single level, report that as level 1
Appendix PGA:
-PG01 - Updated codes for DDTC and APHIS
-PG06, 07, 10 - Updated, revised, edited codes for APHIS
-PG14 - Updated codes for APHIS and TTB
-PG19 - Added entity role codes
-PG22 - Updated codes for APHIS
-PG23 - Updated codes for FDA
-PG26 - Added Unit of Measure tables for APHIS
