USDA Rural Development’s Water and Waste Disposal program is currently accepting applications for FY 2024 funding

The Water and Waste Disposal Program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas with a population of under 10,000. The loan rate is currently a fixed rate of 2.375% to 3.875% based on the Median Household Income of the project area for a 40-year term. There are no fees or prepayment penalties and does not require prevailing wage. Eligible entities include state and local government entities, private nonprofits and federally recognized tribes.
Borrowers must have the legal authority to construct, operate and maintain the proposed services or facilities. All facilities receiving federal financing must be used for public purpose and be financially sustainable.
What can Rural Development do for your community?
Funds may be used to finance the acquisition, construction or improvement of drinking water sourcing, treatment, storage and distribution; sewer collection, transmission, treatment and disposal; solid waste collection, disposal and closure; and storm water collection, transmission and disposal. In some cases, funding may also be available for related activities such as legal and engineering fees; land acquisition, water and land rights, permits and equipment; start-up operations and maintenance; interest incurred during construction; purchase of facilities to improve service or prevent loss of service; and other costs determined to be necessary for completion of the project.
Examples of Projects in Pennsylvania include:
- Weaverland Valley Authority received a Water and Waste Disposal loan and grant of $34,039,000 for construction of a regional wastewater treatment plant and collection system to provide service to the Borough of Terre Hill and Village of Goodville within East Earl Township, Lancaster County.
- The City of Monessen received a Water and Waste Disposal loan and grant of $19,876,400 for the rehabilitation of the combined sanitary and storm sewer system within city limits, Westmoreland County.
- Loysville Village Municipal Authority, Perry County received a Water and Waste Disposal loan and grant of $8,432,000 for installation of a new wastewater treatment plant and collection system rehabilitation.
- Central City Water Authority, Somerset County received a Water and Waste Disposal loan and grant of $3,613,000 for replacement of water storage tanks and rehabilitation of the water treatment plant.
Please note that all applications are considered as loan only first. Grant funding is awarded based on financial need and availability of funds.
