Message From the Rural Partners Network Executive Director

I am often asked, what does success look like in RPN. While success is obviously predicated on federal investments in RPN communities, it is also about the advocacy on behalf of RPN and the relationships we facilitate with federal partners and the communities we serve. We should recognize that, many of the communities we serve have had limited interaction with federal agencies deploying resources that can impact these places. That is why I place a high value in our ability to establish relationships that eventually lead to intake of applications and obligation of resources. These relationships are often the difference in the development of stronger applications, and we have already seen the impact of forging these relationships in places like Fulton County (KY) and the Mississippi Delta.
Amplifying federal opportunities is similar to being a salesperson. In sales, building strong relationships with customers, in our case RPN Community Networks, is key to long-term success and that strong connection lends itself to customer retention as repeat customers. So, I view success as our ability to not only collaborate with federal partners and communities to pursue federal opportunities, but to also ensure these communities are repeat customers. After all, successful communities often have the build capacity to take advantage of federal funding opportunities that improve the viability of their communities. That is within grasp for RPN communities and I remain optimistic about their potential growth.

Message From Bryan Zulko
As the newest member of the National RPN team, let me begin by expressing my utmost gratitude to Rural Development for affording me such a historic opportunity. I was raised in a small town of less than 1000 people in Deep East Texas, and many nights went to bed hungry without food, water, or electricity. As the first person in my family to go to college, I have dedicated the last 15 years of my career to never forgetting where I came from and bringing that real-life experience to Rural Partners Network, in every facet of strategic partnerships. I began my career working in politics, first with the late great Senator Ted Kennedy, and subsequent positions on the Obama campaign, DNC, and with the incredible Congressman Sanford Bishop. Since joining USDA in 2011, much of my work has been focused on outreach to the most historically underserved populations across Rural America. In my spare time I enjoy traveling, studying the world’s religions, working towards eradicating family homelessness, and being the best husband and father to Zoey & Zacharias.

Rural Partners Network at the White House Broadband Event
The White House announced on June 26, 2023, a Bipartisan Infrastructure Law to increase access to high-speed internet. Deputy Under Secretary Meets with Community Networks in Nevada
In April, Deputy Under Secretary for Rural Development Farah Ahmad visited with Community Networks in Nevada and hosted a roundtable discussion with Southern Nevada, Moapa Valley, and Southern Clark County Community Networks. Rural Development State Directors Rudy Soto (Idaho), Julia Hnilicka (Alaska), and Kathleen Williams (Montana) also attended the roundtable.

Rural Partners Network Hosts Workshop for Community Networks in Mississippi
On April 4, 2023, Rural Partners Network hosted a workshop for the Community Networks in Mississippi. This workshop, in partnership with Communities Unlimited and Rural LISC, provided an opportunity for collaboration among regional stakeholders and training opportunities on grant writing and applying for technical assistance. Special thanks to Rural Development State Director for Mississippi, Dr. Trina George, as well as the Rural Partners Network Community Liaisons for Mississippi—Gwendolyn Woodson and Juliet Thomas—for organizing such a special event.

Rural Partners Network Host Kentucky Federal Convenings
The state of Kentucky held two federal partners convenings covering the East and the West. Kentucky Highlands Rural Partners Network-led convening, and it was a resounding success with over 250 people attending! For this convening, we joined by USDA Deputy Under Secretary for Rural Development Farah Ahmad and Director of State Operations Dr. Basil Gooden in addition to our partners from the Appalachian Regional Commission and the Energy Communities Interagency Working Group. One of the primary focuses of the convening was affordable housing, as issue addressed specifically during a break-out session led by Rural Development Kentucky State Director Dr. Tom Carew with participation by the Department of Housing and Urban Development as well as Kentucky’s strong non-profits and the Kentucky Housing Corporation, the Commonwealth’s housing agency.

Federal agencies, led by U.S. Department of Agriculture Rural Development, joined Fulton County community leaders for a conference in Fulton, KY. The convening was part of the Rural Partners Network's initiative to help connect underserved communities with economic development resources. Some of the regional leadership in attendance were USDA Rural Development State Directors Arlisa Armstrong (Tennessee), Dr. Terry Goodin (Indiana), Betsy Dirksen Londrigan (Illinois), and Delta Regional Authority Federal Co-Chairman Dr. Corey Wiggins.
“There is no denying that in many ways, Western Kentucky has been overlooked," said USDA Rural Development Kentucky State Director Dr. Tom Carew "We’re here because we have a common goal of making this region as prosperous as possible. It doesn’t matter whether you’re a non-profit or for-profit, from local, state, or federal government. Prosperity, and the lack thereof, doesn’t care about lines on a map. It’s time for all of us to come together and light the spark that sets this region ablaze with prosperity!”

Rural Partners Network Host West Virginia
The West Virginia Rural Partners Network Federal Resource Forum was held on May 23rd and 24th at the Clay Center in Charleston, WV. There was a great turnout for this event with almost 150 stakeholders in attendance. The Pioneer Community Network and the Southern WV Community Network co-hosted the event, which brought together network members, federal, state and local agencies and philanthropic organizations to discuss the needs of rural communities in West Virginia. Federal and local partners participated in panel discussions, addressing challenges and opportunities in four high-priorities areas: workforce development, economic growth, infrastructure, housing, health and wellness, in West Virginia. Senator Joe Manchin, D-W.Va., addressed the event attendees, highlighting the importance of the RPN and it's ability to bridge the funding gap and support rural communities. Partners and network members were also provided with agency "open office hours", which allowed local practitioners to discuss potential projects with funders and get one-on-one feedback, specific to each community's unique needs. RPN team members, Lee Jones and Christine Sorensen, and State Director Ryan Thorn attended the event.

Rural Partners Network Host Southwest Georgia Regional Commission
On May 31, 2023, the Southwest Georgia Regional Commission (SWGRC) held their Rural Partners Network Federal Forum at the Camilla Depot, Camilla, GA. The network represents 14 counties in southwest Georgia. There were over 80 participants in attendance that included community leaders, nonprofits organizations, state and local agencies, and federal agencies. The communities and organizations were given the opportunity to highlight their needs with a focus around housing, economic development, transportation, downtown revitalization, and infrastructure to name a few. The afternoon breakout sessions allowed for robust group discussion in four groups that provided peer to peer support, learning opportunities, and shared best practices. Among those that attended and presented were RPN National Office team member Angela Richardson Woods and Housing and Urban Development, Deputy Assistant Secretary for Economic Development Robin Keegan. The network stakeholders were very excited and pleased with the turnout and community engagement.

Mississippi USDA Rural Development State Meeting
This year Mississippi was fortunate to be able to hold the USDA Rural Development Mississippi State Training Conference for the first time in two years. Staff from all over the state met to be briefed on the latest regulatory developments, share best practices, and network with colleagues, many of whom have not seen each other in person since offices first began COVID restrictions. We were also fortunate to be joined by our colleagues from the National Office in Washington, D.C. from our Single Family Housing, Civil Rights, Administrative Services, and Rural Partners Network divisions, and our local stakeholders and technical assistance providers with the Rural Water Association and Communities Unlimited. The COVID-19 pandemic has been difficult for everyone, both personally and professionally, and social distancing has presented new challenges for public servants. This has required consistent effort and out of the box thinking, and this training will continue to help ensure staff continues to provide customers with the level of service they deserve.

Nevada USDA Rural Development State Meeting
USDA Rural Development State Director Lucas Ingvoldstad hosted an All Hands Nevada USDA Rural Development staff meeting recently. Presentations and learning opportunities for the staff were provided and an afternoon was dedicated for program staff to breakout and meet as a team. The RPN Nevada team also had an opportunity to meet and strategize on engagement and projects for the state. RPN Engagement Lead, Christine Sorensen, joined them, “It was so nice to meet the talented RPN Staff in person at the meeting, their diverse skill sets and passion for rural community economic development shines through."

Fulton County Celebrates Groundbreaking of Rural Partners Network Project
Fulton County residents and community members attended a home building announcement in Fulton County on June 26, 2023. Groundbreaking was held on Vine Street for a long time Fulton resident. This project is one of many projects from the Fulton County Rural Partners Network announced by the Biden-Harris Administration.
RPN Community Network – Funding
Emanuel County and City of Twin City, Georgia Community Network
Emanuel County and City of Twin City are excited about their recent Rural Development Community Facilities Grant. The grant was approved for $25,000 for the purchase of two police vehicles. The grant funds will enable Twin City to continue to provide a healthier and safer community for the residents. The city recently hired two new police officers and there was an immediate need for the two vehicles to ensure the officers start off well equipped to protect the residents of Twin City.
In addition, the county and City of Twin City, Georgia were awarded grant funds to aid in the lead line replacement through the Georgia Environmental Finance Authority. They were also awarded a Georgia Transportation Infrastructure Bank loan and grant award for their Revitalization Road Project that will resurface 13 roads in the city for approximately five miles. The addition of GTIB funding will expedite the project by approximately ten years!
USDA to Bring New Jobs and Improved Infrastructure to Rural Partners Network Communities
More Than Two Million People to Benefit from Economic Growth
U.S. Department of Agriculture (USDA) Secretary Tom Vilsack announced on May 22, 2023, that USDA is helping rural communities across eight states and Puerto Rico address some of their immediate needs and foster long-term economic growth.
“President Biden’s Investing in America agenda provides a historic opportunity to transform our economy from one that benefits a few to one that benefits many,” Vilsack said. “Through Rural Partners Network, USDA staff is on the ground listening to those many different voices in rural America and responding with funding and resources that will help people in small towns, rural places and on Tribal lands build stronger communities and brighter futures.”

Federal Railroad Administration awards $10M grant to rail overpass project in Eau Claire, Wisconsin
Eau Claire received nearly $10 million to go towards a rail overpass project on Galloway Street near Banbury Place. The proposed project will support development, final design, right-of-way acquisition and construction to replace two at-grade crossings with grade-separated overpasses over Union Pacific's rail line. The new overpasses would connect to the Chippewa River Regional Trail.

RPN partners with San Miguel County, New Mexico to rebuild and mitigate disaster risk

The County of San Miguel experienced the largest and most destructive wildfire in New Mexico’s history from April to June 2022. In the aftermath of the Calf Canyon/Hermits Peak Fire, the removal of the trees became critical for both economic and public safety and had to be done quickly to harvest the wood for lumber and mitigate the risk of another wildfire spreading.
San Miguel County in partnership with RPN Northern New Mexico Pathways Economic Development District and Barela Timber Management Company moved swiftly to begin the debarking composition process. They secured $500,000 in a Community Development Block Grant (CDBG) to purchase seven pieces of timber harvesting equipment, including bark peelers, skid steers, loaders, and a trailer in support of the project. Introducing the Southern West Virginia Community Network

The Southern West Virginia Community Network, hosted by the West Virginia Community Development Hub (The Hub), consists of the 12 southernmost counties of the Mountain State. The counties are steeped in pride and southern tradition and long associated with blue collar jobs in extractive industries. The coal industry dominated the region for more than a century with mining operations in all 12 counties. The combination of the coal and strong timber industry led to the expansion and development of the railroads. Downturns in the coal and timber industries, resource depletion, and shifting energy concerns diminished the prosperity and created a persistent cycle of poverty. Meet the Nevada 95-80 Community Network!

The warm hospitality and scenic outdoors, along with Basque cuisine and rustic cowboy culture, welcome visitors traversing the vast western landscape. Many are drawn to the gaming industry, as well as, exciting annual events, like Ranch Hand Rodeo Weekend and the Winnemucca Basque Festival, celebrating the community’s western roots. The Black Rock Desert, one of the biggest deserts in the U.S., stretches across the region and is home to the world-renowned Burning Man event. Also, an extensive length of the 330-mile-long Humboldt River winds across the entire region providing a vital source of water. The region produces high-quality alfalfa, wheat, barley, and oats, among other crops, and is home to some of the largest cattle feedlots in the state. Pershing County is home to the nation’s second largest silver mine (Coeur Rochester). Numerous gold and silver mines provide the backbone of the economy across both counties. Powering Affordable Clean Energy Program (PACE) USDA Rural Development program provides loans that may be forgiven by up to 40% of the loan amount. The maximum loan amount is $100 million. U.S. Department of Education Education Department Opens Grant Application for $73.8 Million to Raise the Bar for Student Well-being through Full-Service Community Schools. Health Resources & Services Administration Rural Maternity and Obstetrics Management Strategies Program (RMOMS) The purpose of the RMOMS Program is to establish or continue collaborative improvement and innovations networks to improve access to and delivery of maternity and obstetrics care in rural areas. Eligible applicants are non-profit or for -profit entities providing prenatal care, labor care, birthing, and postpartum care services in rural areas, frontier areas, or medically underserved areas, or to medically underserved populations or Indian Tribes or Tribal organizations. Department of Housing and Urban Development (HUD) Grant Opportunity FY 2023 Jobs Plus Notice of Funding Opportunity (NOFO): HUD’s Jobs Plus program provides funding to develop locally based, job-driven approaches that increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The program comprises three core components: 1) Employment-Related Services, 2) Financial/Rent Incentives – Jobs Plus Earned Income Disregard (JPEID), 3) Community Support for Work.
Applicants are encouraged to develop key partnerships to connect participants with other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and employment strategies, and to track progress.
Funding of approximately $22,500,000 is available through this NOFO. Subject to appropriations, HUD reserves the right to award fiscal year 2024 funds on based on this NOFO competition.

U.S. Economic Development Administration (EDA) EDA issues statement on Fiscal Year 2023 Appropriation New Funding Accelerates Regional Economic Development, Promotes National Security, Aids Disaster Recovery, and Supports Distressed Communities Nationwide.
EDA will target investments in innovation and competitiveness with a regional and place-based focus, building on the examples set by EDA’s Build to Scale, Build Back Better Regional Challenge, and Good Jobs Challenge programs.
- $752.5 million* for grants authorized by Sections 27-30 of the Stevenson-Wydler Technology Innovation Act of 1980 (15 U.S.C 3722, 3722a, 3722b, and 3723), as amended, across four programs:
- $500 million for Regional Technology and Innovation Hubs (Section 28),

Native Community Development Financial Institution Relending Demonstration (NCDFI) Program U.S. Department of Agriculture USDA Rural Development offers this program to increase homeownership opportunities by providing the loans to qualified NCDFIs that will use the funds to loan to eligible low- and very-low-income homebuyers to purchase, build, rehabilitate, improve or relocate dwellings on Native lands and rural areas. Application Deadline: 7/17/2023
Indigenous Animals Harvesting and Meat Processing Grant Program U.S. Department of Agriculture USDA Rural Development, in collaboration with Agricultural Marketing Service, offer funding to expand meat and poultry processing options for underserved producers and Tribal communities. Transition Tribal Colleges and Universities to Clean Energy U.S. Department of Energy (DOE) DOE’s Office of Indian Energy offers funding to support clean energy project and curriculum planning, technology support and curriculum deployment. Application Deadline: 7/27/2023
Department of Interior – Indian Affairs │Office of Indian Economic Development Tribal Electrification and Inflation Reduction Act Program Plan Listening Sessions $150 million total - $145.5 million for programs and $4.5 million for administration. The program will coordinate financial and technical assistance to Tribes to increase the number of Tribal homes with zero emissions electricity. Funding will be awarded through a proposal process to be deployed via PL-638. Learning Opportunities
The Housing Assistance Council (HAC) HAC focuses on developing the capacity of local leaders in nonprofit organizations to help their own communities. This is done by providing formal trainings, offering one-on-one technical assistance, and connecting local organizations to resources that can build their capacity and strengthen their communities.
Housing Counseling Disaster Field Guide: An Action-Oriented Tool for Disaster Response The HUD Office of Housing Counseling, in coordination with Federal Emergency Management Agency (FEMA) offer this guide to prepare housing staff for disaster deployment. Additional links to housing disaster resources for housing professionals are obtainable from this site.
