USDA Rural Development Announces More Than $45 Million In Water And Waste Disposal Loans and Grants
Loan and Grant Funding for Creation of Water Reservoir
Milan, MO., November 28, 2022 – U.S. Department of Agriculture (USDA) Rural Development Missouri State Director Kyle Wilkens today announced that the Department is awarding over $45 Million in loan and grant funds through the Water & Waste Disposal Loan & Grant Program. “USDA Rural Development works hard to ensure that rural Missourians have access to clean, reliable drinking water. This project is a collaboration between county, state and federal agencies. It has been a long time in the making and we are excited to be part of such a monumental project” said USDA Rural Development State Director Kyle Wilkens. “This reservoir will provide a stable water source to rural residents and provide flood control for the area.”

North Central Missouri Regional Water Commission will receive a $22,354,000 loan and a $23,400,554 grant through the Water & Waste Disposal Loan & Grant Program. This Rural Development investment will be used to improve the commission's regional multi-purpose water system by creating a water reservoir, constructing an intake tower and transmission line, and modernizing its water treatment plant. North Central Missouri Regional Water Commission currently purchases raw water from multiple smaller lakes near the city of Milan to provide clean, potable water to its wholesale customers. The commission will use this funding to dam East Locust Creek in Sullivan County that will in turn create a water supply reservoir at least 2,300 acres in size. Upon completion, the newly created reservoir will be its primary raw water source ensuring wholesale customers, and the rural Missourians they serve, have stable access to clean, potable water. Additionally, the funding will be used to refinance debt associated with this project and construct an intake tower in the reservoir which will funnel water into a newly constructed transmission line so it can be treated in the modernized treatment plant. Ultimately, upon completion, this regional water system will provide a consistent, stable water source supplying potable water to local, rural residents during both normal and drought conditions and provide flood control for the area. Previously, the area's water sources became so dangerously low during times of drought that it jeopardized the availability of clean water necessitating a more sustainable alternative.

This program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas.
This program assists qualified applicants who are not otherwise able to obtain commercial credit on reasonable terms. Eligible applicants include:
- Most state and local governmental entities
- Private nonprofits
- Federally recognized tribes
