GUS Deployment - Enhance User Functionality: Intelligent Replacement
Overview:
USDA is excited to announce a new user functionality that will become available to user of the Guaranteed Underwriting System (GUS) beginning on May 27, 2021. The new functionality will allow users to import an update to an existing loan application. Prior to this implementation, a file import was only permitted to create a new application in the system and subsequent changes within a user’s Loan Origination System (LOS) required the user to manually update the data in GUS to reflect the changes.
The new feature is referred to as “Intelligent Replacement” (IR) because some data in the existing GUS application will be retained when an application is updated via file import. For example, data that is proprietary to USDA Rural Development (e.g. the Household Member Information section on the GUS Eligibility page) will always be retained following a successful application update file import since it is not included in the Fannie Mae DU MISMO 3.4 v1.8.1 file specification.
Questions and Answers:
(Q1) How does GUS know if my file import is an update to an existing application or a request to establish a new application?
(A1) GUS will compare the Lender Loan Number provided in the imported file to determine if an application in GUS already exists with the same Lender Loan Number for your organization. If yes, and the file meets conditions that permits an update (see Question 2 below), then an update to the existing application will occur. If no, a new application will be established.
Note: If no Lender Loan Number is present in the imported file then a new application will always be established.
(Q2) What are the conditions that permit an update?
(A2) In order for an update application file import to be processed, the following conditions must be met:
- The application is not in a final submission status
- The application is not in a withdrawn application status
- For Lender Agent users, control of the application has not been released to the Approved lender
- For non-Lender Agent users, if the application was originally created in GUS by a Lender Agent user, then the Lender Agent must have released control of the application
Note: If there is more than one application in GUS with the same Lender Loan Number, meeting the conditions that permits an update, then the update file import request will be rejected because GUS does not know which application to update. To facilitate an update, the lender can withdraw unwanted/duplicate applications in GUS so that only one application exists.
(Q3) What happens if borrower information, property information, etc. changes, as a result of the file update import, after I have already ordered/re-issued a credit report in GUS or determined property/income eligibility?
(A3) If data that was originally used to generate a credit report, eligibility finding, etc. changes with an update application import, then the original response from the service will be deleted and the user will need to recall the service from within the GUS application. For example, a GUS application is originally established for John & Mary Homeowner and a joint credit report is issued in GUS. If the update application import file contains a change to John’s Social Security Number, then GUS assumes the borrower has changed. In this instance, the existing joint credit report for John & Mary Homeowner is removed from GUS and the user will need to order/re-issue a credit report with the updated Social Security Number for John.
If data originally used to generate a credit report, eligibility finding, etc. does not change with an update application import then the original response from the service will be retained in GUS following the import.
(Q4) If my current application in GUS contains six asset accounts for John Homeowner and I perform an update application file import that only contains four asset accounts for John Homeowner, what is reflected in GUS following the successful import?
(A4) In this instance, GUS will reflect the asset account information contained in the update application import file. Essentially, GUS deletes the original six asset accounts associated with the existing GUS application for John and inserts the four asset accounts as represented in the update application import file.
(Q5) Can I still manually update my application in GUS?
(A5) Yes. The IR feature provides another way to update your loan application. Manual update of your loan application is still available and can be combined with the IR feature.
Technical Information
For a Lender Loan Number to be populated in GUS/used for file import update logic, the imported XML must contain the following MISMO v3.4 Data Point Names with values:
LoanIdentifierType = LenderLoan (enumerated value) AND
LoanIdentifier = XXXXXXXXXX (where X is a string not to exceed 15 characters)
