USDA Rural Development Announces Executive Leadership Changes
WASHINGTON, July 14, 2020 – USDA Rural Development Deputy Under Secretary Bette Brand today announced Cathy Glover has been selected to serve as Deputy Administrator of Single Family Housing following the retirement of Roger Glendenning.
Glover has more than 30 years of affordable housing experience, most recently as the Executive Director of USDA Rural Development’s Single Family Housing Guaranteed Loan Program. She started her career with USDA in 1988 and has worked at the local, state and National Office levels of Rural Development. She also spent two years with the U.S. Department of Housing and Urban Development, working in the Federal Housing Administration’s Home Mortgage Insurance Division.
Glendenning will be missed after a long and successful career as a leader in rural economic development. He started his career in housing and farm-related programs in 1987 with the Farmers Home Administration in Delaware and Maryland before moving to the Washington, D.C., headquarters office in 1996. He has worked at USDA Rural Development in the capacity of Director of the Single Family Housing Guaranteed Loan Division (2001-2006), Chief Budget Officer (2007-2009), Budget Director (2010-2012), and Chief Financial Officer (2013 – February 2018). He was appointed to the position of Deputy Administrator, Single Family Housing at Rural Development in March 2018.
Glendenning also served as acting Rural Development Deputy Under Secretary (2017).
Glover will begin her new role on August 1.
