USDA Government Purchase Card (GPC) Program Guide Update and New GPC SharePoint Site
The USDA Purchase Card Service Center (PCSC) is excited to share the updated USDA GPC Program Guide as of July 2024. The guide has been completely updated and reformatted to allow ease of use by all Government Purchase Card (GPC) participants. The improved guide serves as a resource to support the GPC Cardholders in fulfilling micro-purchase requirements to meet each agency’s mission. This program guide covers USDA Policy associated with using the GPC correctly in accordance with laws, statutes, and regulations.
Additionally, the PCSC has created a new GPC SharePoint Site that will go live upon issuance of this notification. Please bookmark the link as a favorite in your web browsers.
Major highlights:
- Specific responsibilities per GPC roles, e.g., Cardholder, Approving Official (AO), Coordinators.
- Standardized single purchase limits across the program for consistency.
- List of authorized items with websites to allow for better research.
- List of prohibited items.
- Updated GPC forms and templates. Please do not use previous versions of forms and templates.
- Exhibits and Tables to determine service versus supply and construction.
- Revised Requisition, AD-700 Purchase Request (pending USDA Directives finalization) that incorporates review of mandatory and required sources.
- Appropriate use of FAR Part 8 for mandatory and required sources including Commercial Platforms.
- Guidance on Section 889 previously issued in USDA letters from the Senior Procurement Executive (SPE).
- Encourages exploration of strategic payment solutions and increased use of the SmartPay Program.
Items for awareness:
- Number of days an account can remain in S1 status has been reduced to 120 days from posting date to improve oversight. Account will be automatically Terminated (T9) in US Bank Access Online (AXOL) after 120 days.
- Dormant accounts with no activity will be automatically Terminated (T9) in AXOL after 14 months.
- Number of Cardholders an Alternate AO can be assigned has been defined.
- Updated guidelines pertaining to Administrative Actions.
The USDA GPC Program Guide is effective the date of this notification or at the completion of any bargaining obligations which may be required.
