The Veterinary Services Grant Program (VSGP) is designed to support education and extension activities and practice enhancement initiatives that will enable veterinarians, veterinary students, veterinary technicians, and veterinary technician students to gain specialized skills and provide practices with additional resources (e.g., equipment, personnel) needed to more effectively mitigate veterinary service shortages in the U.S. Ultimately, this program will bolster the capacity of private practitioners to provide food animal veterinary services in designated rural veterinarian shortage situations.
The purpose of VSGP is to develop, implement, and sustain veterinary services and relieve veterinarian shortage situations in the U.S., which includes insular areas (see Part VIII, D of this RFA for a definition of “insular area”). Grants will be made available on a competitive basis to: 1. Establish or expand accredited veterinary education programs, veterinary residency and fellowship programs, or veterinary internship and externship programs carried out in coordination with accredited colleges of veterinary medicine. 2. Provide continuing education and extension, including veterinary telemedicine and other distance-based education, for veterinarians, veterinary technicians, and other health professionals needed to strengthen veterinary programs and enhance food safety and public health. 3. Cover travel and living expenses of veterinary students, veterinary interns, externs, fellows, and residents, and veterinary technicians.

The New Technologies for Ag Extension (NTAE) Competitive Grants Program RFA for fiscal year (FY) 2019 provides funding for a cooperative agreement that contributes to “Enhancing Electronic Extension (E3)" a national web-based information and education delivery system. E3 engages land-grant institutions and the Cooperative Extension Service to provide objective, scientific information to the public that answer questions and guide decisions. By creating web-based access to high-quality, non-duplicative, research-based information, E3 can help better serve the needs of the public seeking real-time information. In FY 2019, NIFA plans to support E3 strategic direction in providing leadership for innovation and technology that advances education through the promotion of CES growth and competencies.

Applications may be submitted by Extension Directors of 1862 land-grant institutions and 1890 land-grant institutions, including Central State University, Tuskegee University, West Virginia State University, and the University of the District of Columbia. Only these institutions are eligible to submit an application and receive a NTAE award.
The RHSE program proposals are expected to be community-based, outreach education programs, such as those conducted through Human Science extension outreach, that provides individuals and families with: Information as to the value of good health at any age; Information to increase individual or family’s motivation to take more responsibility for their own health; Information regarding rural environmental health issues that directly impact on human health; Information about and access to health promotion and educational activities; and Training for volunteers and health services providers concerning health promotion and health care services for individuals and families in cooperation with state, local and community partners.

Applications may be submitted by Land-grant colleges and universities that are eligible to receive funds under the Act of July 2, 1862 (7 U.S.C. 301 et seq.), and the Act of August 30, 1890 (7 U.S.C. 321 et seq.), including Tuskegee University, West Virginia State University and the University of the District of Columbia. Applications may be submitted by any of the Tribal colleges and universities designated as 1994 Land-Grant Institutions under the Educational Land-Grant Status Act of 1994, as amended.
The Supplemental and Alternative Crops (SAC) Competitive Grants Program will support the development of canola as a viable supplemental and alternative crop in the United States. The goal of the SAC program is to significantly increase crop production and/or acreage by developing and testing of superior germplasm, improving methods of planting, cultivation, and harvesting, and transferring new knowledge to producers (via Extension) as soon as practicable. Extension, education, and communication activities related to the research areas above must be addressed in the proposal.
