I wish to extend warm July greetings to you from the state office in St. Paul. It’s definitely “busy season” on the farm and in our local FSA offices. Your local FSA offices are busy wrapping up the July 15 crop acreage reporting deadline. Thanks to everyone for making appointments to timely report your acres.
As a reminder, nominations are being accepted for farmers to serve on FSA County Committees. As a former county committee member myself, I found this to be a worthwhile experience serving local producers. These committees make critical decisions about federal farm programs and impact how they are administered locally. All nomination forms for the 2025 election must be post marked or received in a local FSA office by Aug. 1.
FSA opened enrollment for Stage 1 of the Supplemental Disaster Relief Program (SDRP) on July 10, which provides assistance to producers with revenue, quality, or production losses due to weather-related events in 2023 and 2024. For Stage 1, prefilled applications were mailed to producers with indemnified losses. Producers must complete the application and return to their local FSA office, along with other required forms. FSA will announce additional SDRP assistance for uncovered losses, including non-indemnified shallow losses and quality losses later this fall.
I empathize with everyone who has been impacted by recent severe weather. Remember to gather important documents including farm records, herd inventory, receipts and pictures of damage or losses. Please report all crop, livestock or infrastructure damages to your local FSA office as soon as safely possible.
It’s officially county fair season in Minnesota. I received a call yesterday from a 4-H member that has her project at my farm. Her beef steer became spooked for the first time, breaking free from her grasp, and decided to graze on the grass along State Highway 60. Help soon arrived and all ended well. A lot of time and effort goes into these youth projects. Best of luck to everyone competing, including our FSA Youth Loan borrowers!

U.S. Secretary of Agriculture Brooke L. Rollins announced that agricultural producers who suffered eligible crop losses due to natural disasters in 2023 and 2024 can now apply for $16 billion in assistance through the Supplemental Disaster Relief Program (SDRP).
To expedite the implementation of SDRP, USDA’s Farm Service Agency (FSA) is delivering assistance in two stages. This first stage is open to producers with eligible crop losses that received assistance under crop insurance or the Noninsured Crop Disaster Assistance Program during 2023 and 2024. Stage One sign up started at FSA county offices on July 10 and prefilled applications were mailed to producers on July 9. SDRP Stage Two signups for eligible shallow or uncovered losses will begin in early fall.
SDRP Stage One
FSA is launching a streamlined, pre-filled application process for eligible crop, tree, and vine losses by leveraging existing Noninsured Crop Disaster Assistance Program (NAP) and Risk Management Agency (RMA) indemnified loss data. The pre-filled applications were mailed on July 9, 2025.
Eligibility
Eligible losses must be the result of natural disasters occurring in calendar years 2023 and/or 2024. These disasters include wildfires, hurricanes, floods, derechos, excessive heat, tornadoes, winter storms, freeze (including a polar vortex), smoke exposure, excessive moisture, qualifying drought, and related conditions.
To qualify for drought related losses, the loss must have occurred in a county rated by the U.S. Drought Monitor as having a D2 (severe drought) for eight consecutive weeks, D3 (extreme drought), or greater intensity level during the applicable calendar year.
Producers in Connecticut, Hawaii, Maine, and Massachusetts will not be eligible for SDRP program payments. Instead, these states chose to cover eligible crop, tree, bush, and vine losses through separate block grants. These block grants are funded through the $220M provided for this purpose to eligible states in the American Relief Act.
How to Apply
To apply for SDRP, producers must submit the FSA-526, Supplemental Disaster Relief Program (SDRP) Stage One Application, in addition to having other forms on file with FSA.
SDRP Stage One Payment Calculation
Stage One payments are based on the SDRP adjusted NAP or Federal crop insurance coverage level the producer purchased for the crop. The net NAP or net federal crop insurance payments (NAP or crop insurance indemnities minus administrative fees and premiums) will be subtracted from the SDRP calculated payment amount.
For Stage One, the total SDRP payment to indemnified producers will not exceed 90% of the loss and an SDRP payment factor of 35% will be applied to all Stage One payments. If additional SDRP funds remain, FSA may issue a second payment.
Future Insurance Coverage Requirements
All producers who receive SDRP payments are required to purchase federal crop insurance or NAP coverage for the next two available crop years at the 60% coverage level or higher. Producers who fail to purchase crop insurance for the next two available crop years will be required to refund the SDRP payment, plus interest, to USDA.
SDRP Stage 2
FSA will announce additional SDRP assistance for uncovered losses, including non-indemnified shallow losses and quality losses and how to apply later this fall.

This announcement follows Secretary Rollins’ comprehensive plan to deliver the total amount of Congressionally appropriated $30 billion in disaster assistance to farmers and ranchers this year. These programs will complement the forthcoming state block grants that USDA is working with 14 different states to develop.
To date, USDA has issued more than $7.8 billion in Emergency Commodity Assistance Program (ECAP) payments to eligible producers. Additionally, USDA has provided over $1 billion in emergency relief through the Emergency Livestock Relief Program to producers who suffered grazing losses due to drought or wildfires in calendar years 2023 and 2024.

The U.S. Department of Agriculture (USDA) today announced that agricultural producers and private landowners can now enroll in the Grassland Conservation Reserve Program (Grassland CRP). The sign-up runs from today, July 14, to Aug. 8, 2025. Grassland CRP, offered by USDA’s Farm Service Agency (FSA), is a voluntary working lands conservation program that enables participants to conserve grasslands while also continuing most grazing and haying practices.
Grassland CRP emphasizes support for grazing operations, plant and animal biodiversity, and grasslands and land with shrubs and forbs under the greatest threat of conversion.
“Through the conservation of America’s essential grasslands, Grassland CRP supports continued agricultural productivity while at the same time prioritizing private lands stewardship,” said FSA Administrator Bill Beam. “By offering landowners the best of both worlds — economic viability and working lands preservation — Grassland CRP provisions support USDA’s commitment to Farmers First.”
CRP, USDA’s flagship conservation program, celebrates its 40th anniversary this year. For four decades, CRP has provided financial and technical support to agricultural producers and landowners whose accepted acres are placed under contract for 10-15 years and who agree to voluntarily convert the land to beneficial vegetative cover to improve water quality, prevent soil erosion and support wildlife habitat. The American Relief Act, 2025, extended provisions for CRP through Sept. 30, 2025.
Currently, more than 25.8 million acres are enrolled in CRP, with nearly 9.7 million acres in Grassland CRP. On May 12, FSA opened General and Continuous CRP enrollment for 2025. FSA is currently reviewing submitted offers and will announce accepted offers at a later date. Due to the 27-million-acre statutory cap, only 1.8 million acres are available for all CRP enrollment this fiscal year.
Landowners and producers interested in Grassland CRP should contact their local USDA Service Center to learn more or apply for the program before the Aug. 8 deadline.

Options Help More Beginning, Small and Urban Producers Gain Access to Credit
Producers can apply for a streamlined version of USDA guaranteed loans, which are tailored for smaller scale farms and urban producers EZ Guarantee Loans use a simplified application process to help beginning, small, underserved, and family farmers and ranchers apply for loans of up to $100,000 from USDA-approved lenders to purchase farmland or finance agricultural operations.
A new category of lenders will join traditional lenders, such as banks and credit unions, in offering USDA EZ Guarantee Loans. Microlenders, which include Community Development Financial Institutions and Rural Rehabilitation Corporations, will be able to offer their customers up to $50,000 of EZ Guaranteed Loans, helping to reach urban areas and underserved producers. Banks, credit unions and other traditional USDA-approved lenders, can offer customers up to $100,000 to help with agricultural operation costs.
EZ Guarantee Loans offer low interest rates and terms up to seven years for financing operating expenses and 40 years for financing the purchase of farm real estate. USDA-approved lenders can issue these loans with the Farm Service Agency (FSA) guaranteeing the loan up to 95 percent.

Farm Service Agency (FSA) farm loans are considered progression lending. Unlike loans from a commercial lender, FSA loans are intended to be temporary in nature. Our goal is to help you graduate to commercial credit, and our farm loan staff is available to help borrowers through training and credit counseling.
The FSA team will help borrowers identify their goals to ensure financial success. FSA staff will advise borrowers on developing strategies and a plan to meet your goals and graduate to commercial credit. FSA borrowers are responsible for the success of their farming operation, but FSA staff will help in an advisory role, providing the tools necessary to help you achieve your operational goals and manage your finances.

Did you know that, as a customer in any USDA service center, employees are required, per federal law and USDA regulations, to provide you with a computer-generated receipt at the end of your visit? This Receipt for Service details the type of service you requested, the service and response provided by the staff, and the date and time of your visit.
The 2014 Farm Bill designated that FSA, Natural Resources Conservation Service (NRCS) and Rural Development (RD) employees are statutorily required to provide producers a receipt when a current or prospective producer or landowner interacts or engages with the Agency regarding a USDA benefit or service.
On behalf of our customers, FSA employees are required to enter receipts timely and create only one receipt per customer per visit, regardless of the number of employee interactions a customer may encounter in a single visit. A single receipt will be generated that provides a summary of the customer’s visit on behalf of the other employees who also met with the customer on the same day. Employees must also ensure that all services rendered are properly reflected in that receipt.
Issuing a receipt is required by our offices. If you do not receive a receipt, please be sure to request one. For more information, FSA’s Receipt for Service handbook is now available online.

Farmers and ranchers working with USDA’s Farm Service Agency or Natural Resources Conservation Service can now sign and share documents online in just a few clicks. By using Box or OneSpan, producers can digitally complete business transactions without leaving their homes or agricultural operations. Both services are free, secure, and available for multiple FSA and NRCS programs.
Box is a secure, cloud-based site where FSA or NRCS documents can be managed and shared. Producers who choose to use Box can create a username and password to access their secure Box account, where documents can be downloaded, printed, manually signed, scanned, uploaded, and shared digitally with Service Center staff. This service is available to any FSA or NRCS customer with access to a mobile device or computer with printer connectivity.
OneSpan is a secure eSignature solution for FSA and NRCS customers. Like Box, no software downloads or eAuthentication is required for OneSpan. Instead, producers interested in eSignature through OneSpan can confirm their identity through two-factor authentication using a verification code sent to their mobile device or a personalized question and answer. Once identity is confirmed, documents can be reviewed and e-signed through OneSpan via the producer’s personal email address. Signed documents immediately become available to the appropriate Service Center staff.
Box and OneSpan are both optional services for customers interested in improved efficiency in signing and sharing documents with USDA, and they do not replace existing systems using eAuthentication for digital signature. Instead, these tools provide additional digital options for producers to use when conducting business with FSA or NRCS.
USDA Service Center staff are available to help producers get started with Box and OneSpan through a few simple steps. Please visit farmers.gov/service-locator to find your local office and let Service Center staff know you’re interested in signing and sharing documents through these new features. In most cases, one quick phone call will be all that is needed to initiate the process. Severe weather events create significant challenges and often result in catastrophic loss for agricultural producers. Despite every attempt to mitigate risk, your operation may suffer losses. USDA offers several programs to help with recovery.
Risk Management
For producers with coverage through the Noninsured Crop Disaster Assistance Program (NAP), we want to remind you to report crop damage to your local Farm Service Agency (FSA) office. You will need to file a Notice of Loss (also called Form CCC-576) within 15 days of loss becoming apparent, except for hand-harvested crops, which should be reported within 72 hours.
If you have Federal Crop Insurance, contact your crop insurance agent within 72 hours of discovering damage and be sure to follow up in writing within 15 days.
Disaster Assistance
USDA also offers disaster assistance programs, which is especially important to livestock, fruit and vegetable, specialty and perennial crop producers who have fewer risk management options.
First, the Livestock Indemnity Program (LIP) and Emergency Assistance for Livestock, Honeybee and Farm-raised Fish Program (ELAP) reimburses producers for a portion of the value of livestock, poultry and other animals that died as a result of a qualifying natural disaster event or for loss of grazing acres, feed and forage. And, the Livestock Forage Disaster Program (LFP) provides assistance to producers of grazed forage crop acres that have suffered crop loss due to a qualifying drought. Livestock producers suffering the impacts of drought can also request Emergency Haying and Grazing on Conservation Reserve Program (CRP) acres.
Next, the Tree Assistance Program (TAP) provides cost share assistance to rehabilitate and replant tree, vines or shrubs loss experienced by orchards and nurseries. This complements NAP or crop insurance coverage, which cover the crop but not the plants or trees in all cases.
For LIP and ELAP, you will need to file a Notice of Loss for livestock and grazing or feed losses by the application deadline for each program. For TAP, you will need to file a program application within 90 days.
Documentation
It’s critical to keep accurate records to document all losses following this devastating cold weather event. Livestock producers are advised to document beginning livestock numbers by taking time and date-stamped video or pictures prior to after the loss.
Other common documentation options include:
- Purchase records
- Production records
- Vaccination records
- Bank or other loan documents
- Third-party certification
Other Programs
The Emergency Conservation Program and Emergency Forest Restoration Program can assist landowners and forest stewards with financial and technical assistance to restore damaged farmland or forests.
Additionally, FSA offers a variety of loans available including emergency loans that are triggered by disaster declarations and operating loans that can assist producers with credit needs. You can use these loans to replace essential property, purchase inputs like livestock, equipment, feed and seed, or refinance farm-related debts, and other needs.
Meanwhile, USDA’s Natural Resources Conservation Service (NRCS) provides financial resources through its Environmental Quality Incentives Program to help with immediate needs and long-term support to help recover from natural disasters and conserve water resources. Assistance may also be available for emergency animal mortality disposal from natural disasters and other causes.

Agricultural producers of perishable commodities including fruits, vegetables and floriculture can now get funding for controlled atmosphere storage through Farm Storage Facility Loans (FSFL) offered by the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA). Controlled atmosphere storage regulates the concentrations of oxygen, carbon dioxide and nitrogen in a storage room to increase the shelf life of crops.
In addition to now supporting controlled atmosphere storage, FSFLs also provide low-interest financing to help producers build or upgrade storage facilities and to purchase portable (new or used) structures, equipment and storage and handling trucks.
The low-interest funds can also be used for controlled atmosphere storage monitoring equipment, designed to notify facility owners immediately if potential atmospheric concerns are detected. Producers may renovate existing storage facilities to include controlled atmosphere storage monitoring equipment. Authorized loan terms for FSFL renovations are three and five years only.
To assist with monitoring gases and particle concentrations for controlled atmosphere storage, the following equipment, but not limited to, is eligible for an FSFL:
- Optical oxygen sensor.
- Low power CO2 sensor.
- Air quality sensor.
- Gas detection devices.
- Air temperature and relative humidity sensor.
- Water activity meter.
- Temperature stabilized water activity analyzer.
- Precision and performance humidity and temperature transmitter.
Loans of up to $50,000 can be secured by a promissory note/security agreement, loans between $50,000 and $100,000 may require additional security and loans exceeding $100,000 require additional security.
FSFL borrowers do not need to demonstrate lack of commercial credit availability to apply. The loans are designed to assist a diverse range of agricultural operations, including small and mid-sized businesses, new farmers and ranchers, operations supplying local food and farmers markets, non-traditional farm products and underserved producers.

Marketing Assistance Loans (MALs) and Loan Deficiency Payments (LDPs) provide financing and marketing assistance for wheat, feed grains, soybeans, and other oilseeds, pulse crops, rice, peanuts, cotton, wool and honey. MALs provide you with interim financing after harvest to help you meet cash flow needs without having to sell your commodities when market prices are typically at harvest-time lows. A producer who is eligible to obtain a loan, but agrees to forgo the loan, may obtain an LDP if such a payment is available. Marketing loan provisions and LDPs are not available for sugar and extra-long staple cotton.
FSA is now accepting requests for 202X MALs and LDPs for all eligible commodities after harvest. Requests for loans and LDPs shall be made on or before the final availability date for the respective commodities.
Commodity certificates are available to loan holders who have outstanding nonrecourse loans for wheat, upland cotton, rice, feed grains, pulse crops (dry peas, lentils, large and small chickpeas), peanuts, wool, soybeans and designated minor oilseeds. These certificates can be purchased at the posted county price (or adjusted world price or national posted price) for the quantity of commodity under loan, and must be immediately exchanged for the collateral, satisfying the loan. MALs redeemed with commodity certificates are not subject to Adjusted Gross Income provisions.
To be considered eligible for an LDP, you must have form CCC-633EZ, Page 1 on file at your local FSA Office before losing beneficial interest in the crop. Pages 2, 3 or 4 of the form must be submitted when payment is requested.
Marketing loan gains (MLGs) and loan deficiency payments (LDPs) are no longer subject to payment limitations, actively engaged in farming and cash-rent tenant rules.
Adjusted Gross Income (AGI) provisions state that if your total applicable three-year average AGI exceeds $900,000, then you’re not eligible to receive an MLG or LDP. You must have a valid CCC-941 on file to earn a market gain of LDP. The AGI does not apply to MALs redeemed with commodity certificate exchange.
