Minnesota FSA Updates - June 17, 2025

I wish to extend warm greetings from my new position as Minnesota FSA State Executive Director. First and foremost, it is truly an honor and privilege to have the opportunity to serve all of Minnesota’s farmers and food producers. We have a very diverse and productive state. I am a farmer myself and come from Butterfield, MN in Watonwan County. We raise corn, soybeans and oats as well as raising swine and beef cattle. My oldest son Vance is taking a larger role with the day-to-day responsibilities, and this is an exciting time and challenge for both of us. We have the help and assistance from several others to make this possible. I am very grateful.
A couple of things come to mind as we are currently in the month of June. A special acknowledgement to all the hard-working dairy farmers and families as we recognize June as being ‘Dairy Month’. I know firsthand from working on my uncle’s farm years ago about the time and commitment this requires. Another unusual anecdote about June is that it is the only month that the sun can shine on something facing due north.
It's unfortunate that very recently Minnesota has received some very adverse weather including torrential rainfall, high winds and hail. This seems to occur for us too often in June especially. Please make your local FSA office aware of both physical damages as well as significant crop damages from these storms. The agency continues to evaluate impact to agriculture locally and initiate disaster designations when appropriate.
FSA business has been brisk throughout the state and I urge you to get your planted acres certified at your earliest convenience. July 15, 2025, is the deadline for most crops. CRP signup occurred from May 12 through June 6 for both general and continuous. There will be a second batch for continuous practices occurring later. Stay tuned for further details.
The Emergency Commodity Assistance Program (ECAP) sign-up continues until August 15. This is a supplemental program based on your ’24 planted acres. Your local FSA office will have all the details you need.
The Emergency Livestock Relief Program (ELRP) is a program targeted for livestock producers affected by drought and wildfire in the ’23 and ’24 growing seasons. Payments were automatically issued for producers who have an approved Livestock Forage (LFP) application on file for 2023 and/or 2024. Again, stop into your local FSA office for further details. USDA has never had a livestock assistance program due to flooding, but we are in the process of establishing rules for this with a tentative sign-up period set for August 18 this year. Another program to discuss is the Supplemental Disaster Relief Program. This program is designed to aid producers who have experienced loss due to loss of revenue, quality or production of crops due to weather related events in the ’23 and ’24 growing seasons. For producers with indemnified losses, July 7 is the target date for sign-up. For producers with uncovered losses (shallow losses) including producers without crop insurance and quality losses, more time is needed to collect data. September 15 is the tentative date for sign-up to begin.
As I reflect upon my first month of service here in St. Paul, my thoughts migrate towards the farms throughout the state I admire as I travel to meetings in various areas of the state. I know how much work and commitment it takes to operate, maintain and produce from them. We are experiencing challenging budgets from lower priced commodities and uncertainty as we view the future. There have been other times in the past that have been similar, and looking back on them, they ended up giving us character. Farming is a passion that runs deep. I am so thankful for all of you.
Please know that the mission that drives the current administration and communicated through Secretary Brooke Rollins is the utmost commitment to putting Farmers First, and especially small farmers. Secretary Rollins traveled extensively throughout the country earlier this year and made that proclamation. The FSA staff in Minnesota is committed to serving you in the best way we can. I am also grateful to our very capable staff - they help complete the circle from the fields to the plate.

After spring planting is complete, agricultural producers in Minnesota should make an appointment with their local Farm Service Agency (FSA) county office to complete crop acreage reports before the applicable deadline.
How to File a Report
A crop acreage report documents a crop grown on a farm or ranch, its intended use and location. Producers should file an accurate crop acreage report for all crops and land uses, including failed acreage and prevented planted acreage before the applicable deadline.
The following upcoming acreage reporting dates are applicable in Minnesota:
- July 15, 2025: Beans, grass seed, perennial forage, and all other spring-seeded crops.
- November 15, 2025: Fall-seeded grains and RMA insured apiculture.
To file a crop acreage report, producers need to provide:
- Crop and crop type or variety
- Intended crop use
- Number of crop acres
- Map with approximate crop boundaries
- Planting date(s)
- Planting pattern, when applicable
- Producer share(s)
- Irrigation practice(s)
- Acreage prevented from planting, when applicable
- Other required information
Acreage Reporting Details
The following exceptions apply to acreage reporting dates:
- If the crop has not been planted by the acreage reporting deadline, then the acreage must be reported no later than 15 calendar days after planting is completed.
- If a producer acquires additional acreage after the acreage reporting deadline, then the acreage must be reported no later than 30 calendar days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office.
Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP-covered crops is the acreage reporting date or 15 calendar days before grazing or crop harvesting begins, whichever is earlier.
Producers with perennial forage crops should check with their local FSA office to see if their crops are eligible for continuous certification, which rolls the certified acreage forward each year until a change is made.
Prevented Planted Acreage
Producers should also report the crop acreage they intended to plant but were unable to because of a natural disaster, including drought. Prevented planted acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and USDA’s Risk Management Agency (RMA).
Farmers.gov Portal
Producers can access their FSA farm records, maps, and common land units through the farmers.gov customer portal. The portal allows producers to export field boundaries as shapefiles and import and view other shapefiles, such as precision agriculture boundaries within farm records mapping. Producers can view, print and label their maps for acreage reporting purposes. A login.gov account that is linked to a USDA customer record is required to use the portal.
Producers can visit farmers.gov/account to learn more about creating an account. Producers who have the authority to act on behalf of another customer as a grantee via an FSA-211 Power of Attorney form, Business Partner Signature Authority or as a member of a business can now access information for the business in the farmers.gov portal.
Electronic Geospatial Acreage Reporting
Acreage reports using precision agriculture planting boundaries can be filed electronically with an approved insurance provider or an authorized third-party provider, who will then share the file with FSA staff. Producers should notify their local FSA office if they submitted an electronic geospatial acreage report containing precision planting boundaries that they want to use as part of their FSA acreage report.

Nominations are now being accepted for farmers and ranchers to serve on local U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) county committees. These committees make important decisions about how federal farm programs are administered locally. All nomination forms for the 2025 election must be postmarked or received in the local FSA office by Aug. 1, 2025.
Elections for committee members will occur in certain Local Administrative Areas (LAA). LAAs are elective areas for FSA committees in a single county or multi-county jurisdiction and may include LAAs that are focused on an urban or suburban area.
Producers interested in serving on the FSA county committee can locate their LAA through a geographic information system locator tool available at fsa.usda.gov/elections and determine if their LAA is up for election by contacting their local FSA office.
Agricultural producers may be nominated for candidacy for the county committee if they: • Participate or cooperate in a USDA program. • Reside in the LAA that is up for election this year.
A cooperating producer is someone who has provided information about their farming or ranching operation to FSA, even if they have not applied or received program benefits.
Individuals may nominate themselves or others and qualifying organizations may also nominate candidates. USDA encourages all eligible producers to nominate, vote and hold office.
Nationwide, more than 7,700 dedicated members of the agriculture community serve on FSA county committees. The committees are made up of three to 11 members who serve three-year terms. Committee members play a key role in how FSA delivers disaster recovery, conservation, commodity and price support programs, as well as making decisions on county office employment and other agricultural issues.
Urban and Suburban County Committees FSA urban county committees work to promote urban, indoor and other emerging agricultural production practices. Urban committee members are nominated and elected to serve by local urban producers in the same jurisdiction. Urban county committee members provide outreach to ensure urban producers understand USDA programs, serve as the voice of other urban producers and assist in program implementation that support the needs of growing urban communities.
The 27 cities with urban county committees are listed at fsa.usda.gov/elections and farmers.gov/urban.
More Information Producers should contact their local FSA office today to register and find out how to get involved in their county’s election, including if their LAA is up for election this year. To be considered, a producer must be registered and sign an FSA-669A nomination form. This form and other information about FSA county committee elections are available at fsa.usda.gov/elections.
All nomination forms for the 2025 election must be postmarked or received in the local USDA Service Center by the Aug.1, 2025, deadline. Election ballots will be mailed to eligible voters in November 2025.
The U.S. Department of Agriculture (USDA) is announcing the launch of the Debt Consolidation Tool, an innovative online tool available through farmers.gov that allows agricultural producers to enter their farm operating debt and evaluate the potential savings that might be provided by obtaining a debt consolidation loan with USDA’s Farm Service Agency (FSA) or a local lender.
A debt consolidation loan is a new loan used to pay off other existing operating loans or lines of credit that might have unreasonable rates and terms. By combining multiple eligible debts into a single, larger loan, borrowers may obtain more favorable payment terms such as a lower interest rate or lower payments. Consolidating debt may also provide farmers and ranchers additional cash flow flexibilities.
The Debt Consolidation Tool is a significant addition to FSA’s suite of improvements designed to modernize its Farm Loan Programs. The tool enhances customer service and increases opportunities for farmers and ranchers to achieve financial viability by helping them identify potential savings that could be reinvested in their farming and ranching operation, retirement accounts, or college savings accounts.
Producers can access the Debt Consolidation Tool by visiting farmers.gov/debt-consolidation-tool. The tool is built to run on modern browsers including Chrome, Edge, Firefox, or the Safari browser. Producers do not need to create a farmers.gov account or access the authenticated customer portal to use the tool.
USDA encourages producers to reach out to their local FSA farm loan staff to ensure they fully understand the wide range of loan and servicing options available to assist with starting, expanding, or maintaining their agricultural operation. The National Environmental Policy Act (NEPA) requires Federal agencies to consider all potential environmental impacts for federally funded projects before the project is approved.
For all Farm Service Agency (FSA) programs, an environmental review must be completed before actions are approved, such as site preparation or ground disturbance. These programs include, but are not limited to, the Emergency Conservation Program (ECP), Farm Storage Facility Loan (FSFL) program and farm loans. If project implementation begins before FSA has completed an environmental review, the request will be denied. Although there are exceptions regarding the Stafford Act and emergencies, it’s important to wait until you receive written approval of your project proposal before starting any actions.
Applications cannot be approved until FSA has copies of all permits and plans. Contact your local FSA office early in your planning process to determine what level of environmental review is required for your program application so that it can be completed timely.
The Noninsured Crop Disaster Assistance Program (NAP) provides financial assistance to you for crops that aren’t eligible for crop insurance to protect against lower yields or crops unable to be planted due to natural disasters including freeze, hail, excessive moisture, excessive wind or hurricanes, flood, excessive heat and qualifying drought (includes native grass for grazing), among others.
In order to participate, you must obtain NAP coverage for the crop year by the applicable deadline using form CCC-471 “Application for Coverage” and pay the service fee. Application closing dates vary by crop. Producers are also required to submit an acceptable crop acreage report. Additionally, NAP participants must provide:
- The quantity of all harvested production of the crop in which the producer held an interest during the crop year
- The disposition of the harvested crop, such as whether it is marketable, unmarketable, salvaged or used differently than intended
- Acceptable crop production records (when requested by FSA)
Producers who fail to report acreage and production information for NAP-covered crops could see reduced or zero NAP assistance. These reports are used to calculate the approved yield.
If your NAP-covered crops are affected by a natural disaster, notify your FSA office by completing Part B of form CCC-576 “Notice of Loss and Application for Payment.” This must be completed within 15 calendar days of the occurrence of the disaster or when losses become apparent or 15 days of the final harvest date. For hand-harvested crops and certain perishable crops, you must notify FSA within 72 hours of when a loss becomes apparent.
To receive benefits, you must also complete Parts D, E, F, G and H of the CCC-576 “Notice of Loss and Application for Payment” within 60 days of the last day of coverage for the crop year for any NAP covered crops. The CCC-576 requires acceptable appraisal information. Producers must provide evidence of production and note whether the crop was marketable, unmarketable, salvaged or used differently than intended.
Eligible crops must be commercially produced agricultural commodities for which crop insurance is not available, including perennial grass forage and grazing crops, fruits, vegetables, mushrooms, floriculture, ornamental nursery, aquaculture, turf grass, ginseng, honey, syrup, bioenergy, and industrial crops.

FSA will announce dates for Grassland CRP signup in the near future.
Additionally, landowners with acres enrolled in CRP set to expire Sept. 30, 2025, can offer acres for re-enrollment beginning today. A producer can offer to enroll new acres into CRP and also offer to re-enroll any acres expiring Sept. 30, 2025.

Interested producers should apply through the FSA at their local USDA Service Center. Signed into law in 1985, CRP is one of the largest voluntary private-lands conservation programs in the United States. Originally intended to primarily control soil erosion and potentially stabilize commodity prices by taking marginal lands out of production, the program has evolved over the years, providing many conservation and economic benefits.
If you want to use the Noninsured Crop Disaster Assistance Program (NAP) organic price and you select the "organic" option on your NAP application, you must report your crops as organic.
When certifying organic acres, the buffer zone acreage must be included in the organic acreage. You must also provide a current organic plan, organic certificate or documentation from a certifying agent indicating an organic plan is in effect. Documentation must include:
- name of certified individuals
- address
- telephone number
- effective date of certification
- certificate number
- list of commodities certified
- name and address of certifying agent
- a map showing the specific location of each field of certified organic, including the buffer zone acreage
Certification exemptions are available for producers whose annual gross agricultural income from organic sales totals $5,000 or less. Although exempt growers are not required to provide a written certificate, they are still required to provide a map showing the specific location of each field of certified organic, transitional, and buffer zone acreage.

All producers are encouraged to contact their local FSA office for more information on the final planting date for specific crops. The final planting dates vary by crop, planting period and county so please contact your local FSA office for a list of county-specific planting deadlines. The timely planting of a crop, by the final planting date, may prevent loss of program benefits.
ELAP provides emergency assistance to eligible livestock, honeybee, and farm-raised fish producers who have losses due to disease, adverse weather or other conditions, such as blizzards and wildfires, not covered by other agricultural disaster assistance programs.
Eligible losses include:

Livestock - grazing losses not covered under the Livestock Forage Disaster Program (LFP), loss of purchased feed and/or mechanically harvested feed due to an eligible adverse weather event, additional cost of transporting water and feed because of an eligible drought and additional cost associated with gathering livestock to treat for cattle tick fever.

Honeybee - loss of purchased feed due to an eligible adverse weather event, cost of additional feed purchased above normal quantities due to an eligible adverse weather condition, colony losses in excess of normal mortality due to an eligible weather event or loss condition, including CCD, and hive losses due to eligible adverse weather.

Farm-Raised Fish - death losses in excess of normal mortality and/or loss of purchased feed due to an eligible adverse weather event.
If you’ve suffered eligible livestock, honeybee, or farm-raised fish losses during calendar year 2025, you must file a notice of loss and an application for payment by March 2, 2026.

The USDA Farm Service Agency’s (FSA) Direct Farm Ownership loans can help farmers and ranchers become owner-operators of family farms, improve and expand current operations, increase agricultural productivity, and assist with land tenure to save farmland for future generations.
There are three types of Direct Farm Ownership Loans: regular, down payment and joint financing. FSA also offers a Direct Farm Ownership Microloan option for smaller financial needs up to $50,000.
Joint financing allows FSA to provide more farmers and ranchers with access to capital. FSA lends up to 50 percent of the total amount financed. A commercial lender, a state program or the seller of the property being purchased, provides the balance of loan funds, with or without an FSA guarantee. The maximum loan amount for a joint financing loan is $600,000, and the repayment period for the loan is up to 40 years.
The operation must be an eligible farm enterprise. Farm Ownership loan funds cannot be used to finance nonfarm enterprises and all applicants must be able to meet general eligibility requirements. Loan applicants are also required to have participated in the business operations of a farm or ranch for at least three years out of the 10 years prior to the date the application is submitted. The applicant must show documentation that their participation in the business operation of the farm or ranch was not solely as a laborer.
