After spring planting is complete, agricultural producers in North Dakota should make an appointment with their local Farm Service Agency (FSA) county office to complete crop acreage reports before the applicable deadline.
“In order to receive many USDA program benefits, producers should file an accurate crop acreage report by the applicable deadline,” said Brad Thykeson, North Dakota State Executive Director. “Call your local FSA office to make an appointment after planting is complete to report your acreage and take care of any other FSA-related business.”
How to File a Report
A crop acreage report documents a crop grown on a farm or ranch, its intended use and location. Producers should file an accurate crop acreage report for all crops and land uses, including failed acreage and prevented planted acreage before the applicable deadline.
The Acreage Reporting Deadline for 2025 Crop Year Spring Planted Crops and Perennial Forage is July 15, 2025 for all North Dakota Counties.
To file a crop acreage report, producers need to provide:
- Crop and crop type or variety
- Intended crop use
- Number of crop acres
- Map with approximate crop boundaries
- Planting date(s)
- Planting pattern, when applicable
- Producer share(s)
- Irrigation practice(s)
- Acreage prevented from planting, when applicable
- Other required information
Acreage Reporting Details
The following exceptions apply to acreage reporting dates:
- If the crop has not been planted by the acreage reporting deadline, then the acreage must be reported no later than 15 calendar days after planting is completed.
- If a producer acquires additional acreage after the acreage reporting deadline, then the acreage must be reported no later than 30 calendar days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office.
Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP-covered crops is the acreage reporting date or 15 calendar days before grazing or crop harvesting begins, whichever is earlier.
Producers with perennial forage crops should check with their local FSA office to see if their crops are eligible for continuous certification, which rolls the certified acreage forward each year until a change is made.
Prevented Planted Acreage
Producers should also report the crop acreage they intended to plant but were unable to because of a natural disaster, including drought. Prevented planted acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and USDA’s Risk Management Agency (RMA).
Farmers.gov Portal
Producers can access their FSA farm records, maps, and common land units through the farmers.gov customer portal. The portal allows producers to export field boundaries as shapefiles and import and view other shapefiles, such as precision agriculture boundaries within farm records mapping. Producers can view, print and label their maps for acreage reporting purposes. A login.gov account that is linked to a USDA customer record is required to use the portal.
Producers can visit farmers.gov/account to learn more about creating an account. Producers who have the authority to act on behalf of another customer as a grantee via an FSA-211 Power of Attorney form, Business Partner Signature Authority or as a member of a business can now access information for the business in the farmers.gov portal.
Geospatial Acreage Reporting
Acreage reports using precision agriculture planting boundaries can be filed electronically with an approved insurance provider or an authorized third-party provider, who will then share the file with FSA staff. Producers should notify their local FSA office if they submitted an electronic geospatial acreage report containing precision planting boundaries that they want to use as part of their FSA acreage report.

USDA Farm Service Agency (FSA) reminds you to report prevented planted and failed acres in order to establish or retain FSA program eligibility for some programs.
You should report crop acreage you intended to plant, but due to natural disaster, were prevented from planting. Prevented planting acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and the Risk Management Agency (RMA).
Additionally, if you have failed acres, you should also use form CCC-576, Notice of Loss, to report failed acres.
For hand-harvested crops and certain perishables, you must notify FSA of damage or loss through the administrative county office within 72 hours of the date of damage or loss first becomes apparent. This notification can be provided by filing a CCC-576, email, fax or phone. If you notify the County Office by any method other than by filing the CCC-576, you are still required to file a CCC-576, Notice of Loss, within the required 15 calendar days.
For losses on crops covered by the Noninsured Crop Disaster Assistance Program (NAP), you must file a Notice of Loss within 15 days of the occurrence of the disaster or when losses become apparent. You must timely file a Notice of Loss for failed acres on all crops including grasses.

USDA’s Farm Service Agency (FSA) reminds drought-impacted producers in North Dakota that they may be eligible for assistance through the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program (ELAP).
For eligible livestock in qualifying counties, ELAP provides financial assistance for:
- the transportation of water to livestock;
- the above normal cost of mileage for transporting feed to livestock; and
- the above normal cost of transporting livestock to forage/grazing acres.* *Hauling livestock both ways starting in 2023, one haul per animal reimbursement and no payment for “empty miles.”
Eligible livestock include cattle, bison, goats and sheep, among others, that are maintained for commercial use and located in a county where qualifying drought conditions occur. A county must have had D2 severe drought intensity on the U.S. Drought Monitor for eight consecutive weeks during the normal grazing period, or D3 or D4 drought intensity at any time during the normal grazing period. Producers must have risk in both eligible livestock and eligible grazing land in an eligible county to qualify for ELAP assistance.
Transporting Water
Producers must be transporting water to eligible livestock on eligible grazing land where adequate livestock watering systems or facilities were in place before the drought occurred and where water transportation is not normally required. ELAP covers costs associated with personal labor, equipment, hired labor, and contracted water transportation fees. Cost of the water itself is not covered. ELAP covers $0.10 per gallon to transport water.
Transporting Feed
ELAP provides financial assistance to livestock producers who incur above normal expenses for transporting feed to livestock during drought. The payment formula excludes the first 25 miles and any mileage over 1,000 miles. The reimbursement rate is 60% of the cost above what would normally would have been incurred during the same time period in a normal (non-drought) year.
Livestock feed that is transported to livestock located on land enrolled in the Conservation Reserve Program (CRP) is eligible if the producer has an approved conservation plan with acceptable grazing practices developed in coordination with the Natural Resources Conservation Service
The payment rate to transport feed is $3.50/ loaded mile for expenses above what would have normally been incurred.
Transporting Livestock
ELAP provides financial assistance to livestock producers who are hauling livestock to a new location for feed resources due to insufficient feed or grazing in drought-impacted areas. As with transporting feed, the payment formula for transporting livestock excludes the first 25 miles and any mileage over 1,000 miles. The reimbursement rate is 60% of the costs above what would normally have been incurred during the same time period in a normal (non-drought) year.
The payment rate to transport livestock is $3.50/loaded mile for expenses above what would have normally been incurred and covers hauling livestock one-way, one haul per animal reimbursement and no payment for “empty miles.”
An online tool is now available to help ranchers document and estimate payments to cover feed and livestock transportation costs caused by drought.
Reporting Losses
Producers should contact FSA as soon as the loss of water or feed resources are known.
For ELAP eligibility, documentation of expenses is critical. Producers should maintain records and receipts associated with the costs of transporting water to eligible livestock, the costs of transporting feed to eligible livestock, the costs of additional feed purchases, and the costs of transporting eligible livestock to forage or other grazing acres.

The U.S. Department of Agriculture announced the release of Congressionally mandated Emergency Livestock Relief Program (ELRP) payments to cover grazing losses due to eligible drought or wildfire events in 2023 and/or 2024.
USDA’s Farm Service Agency (FSA) is leveraging existing Livestock Forage Disaster Program (LFP) data to streamline payment calculations and expedite relief. Emergency relief payments are automatically issued for producers who have an approved LFP application on file for 2023 and/or 2024.
The American Relief Act, 2025, provided funds for emergency relief payments. This program is the first of two programs authorized to assist with eligible losses suffered by livestock producers. FSA will announce additional ELRP assistance for other losses authorized by the Act, including flooding, later this summer.
ELRP Eligibility
ELRP payment eligibility requires livestock producers to have suffered grazing losses in a county rated by the U.S. Drought Monitor as having a D2 (severe drought) for eight consecutive weeks or a D3 (extreme drought) or higher level of drought intensity during 2023, 2024 or both calendar years, and have applied and been approved for LFP.
Additionally, producers whose permitted grazing on federally managed lands was reduced due to wildfire are also eligible for ELRP, if they applied and were approved for LFP in 2023, 2024 or both calendar years.
To streamline and simplify the delivery of ELRP benefits, producers are not required to submit an application for payment; however, they must have the following forms on file with FSA:
- CCC-853, Livestock Forage Disaster Program Application

Form AD-2047, Customer Data Worksheet.
-
Form CCC-902, Farm Operating Plan for an individual or legal entity.
-
Form CCC-901, Member Information for Legal Entities (if applicable).
- Form FSA-510, Request for an Exception to the $125,000 Payment Limitation for Certain Programs (if applicable). This form is required to be on file for both 2023 and 2024 to be eligible for the payment limitation exception.

SF-3881, Direct Deposit.

AD-1026, Highly Erodible Land Conservation (HELC) and Wetland Conservation (WC) Certification.
Most producers, especially those who have previously participated in FSA programs, likely have these forms on file. However, those who are uncertain and want to confirm the status of their forms, can contact their local FSA county office.
ELRP Payment Calculation
To expedite payments to eligible livestock producers, determine eligibility, and calculate an ELRP payment, FSA uses livestock inventories and drought-affected forage acreage or restricted animal units and grazing days due to wildfire already reported by the producer on the CCC-853, Livestock Forage Disaster Program Application form, for 2023, 2024 or both calendar years.
ELRP payments will be equal to the eligible livestock producer’s gross LFP calculated payment for the calendar year multiplied by an ELRP 2023 or 2024 payment factor to determine the total gross ELRP payments for 2023 and/or 2024. The initial payment factor for 2023 and 2024 ELRP payments is 35%. If additional funds remain, FSA may issue a second payment.
Supplemental Disaster Assistance Timeline
USDA is fully committed to expediting remaining disaster assistance provided by the American Relief Act, 2025. On May 7, we launched our 2023/2024 Supplemental Disaster Assistance public landing page where the status of USDA disaster assistance and block grant rollout timeline can be tracked. The page is updated regularly and accessible through fsa.usda.gov.
The Act also authorized $10 billion in economic loss assistance to producers of covered commodities based on 2024 planted and prevented planted acres. To date, USDA has delivered more than $7.7 billion to producers through the Emergency Commodity Assistance Program (ECAP). The ECAP deadline is Aug. 15, 2025. If you’re enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs, you must protect all cropland and noncropland acres on the farm from wind and water erosion and noxious weeds. By signing ARC county or individual contracts and PLC contracts, you agree to effectively control noxious weeds on the farm according to sound agricultural practices. If you fail to take necessary actions to correct a maintenance problem on your farm that is enrolled in ARC or PLC, the County Committee may elect to terminate your contract for the program year.
If you want to use the Noninsured Crop Disaster Assistance Program (NAP) organic price and you select the "organic" option on your NAP application, you must report your crops as organic.
When certifying organic acres, the buffer zone acreage must be included in the organic acreage. You must also provide a current organic plan, organic certificate or documentation from a certifying agent indicating an organic plan is in effect. Documentation must include:
- name of certified individuals
- address
- telephone number
- effective date of certification
- certificate number
- list of commodities certified
- name and address of certifying agent
- a map showing the specific location of each field of certified organic, including the buffer zone acreage
Certification exemptions are available for producers whose annual gross agricultural income from organic sales totals $5,000 or less. Although exempt growers are not required to provide a written certificate, they are still required to provide a map showing the specific location of each field of certified organic, transitional, and buffer zone acreage.

USDA recently announced the most significant changes to USDA’s farm loan programs since 2007. These updates from the Farm Service Agency (FSA) are set to enhance financial opportunities for farmers and ranchers, ensuring their long-term viability. This includes the establishment of a new low-interest installment set-aside program for financially distressed borrowers.
The Distressed Borrower Set-Aside Program (DBSA) provides USDA direct loan borrowers the opportunity to set-aside one loan payment to the end of the loan term if they are unable to make their scheduled installment. DBSA results in the borrower accruing significantly reduced interest and allows them to become current on their loans and continue farming.
When a borrower indicates they are in financial distress or when they become 90 days past due on an FSA direct loan, they will be notified of the availability of the Distressed Borrower Set-Aside Program (DBSA), or they can request DBSA assistance at any time at their local FSA office.

Outstanding commodity loans from crop year 2024 can be repaid at any time at principal plus interest. If the sales proceeds are needed to repay the loan, a marketing authorization (CCC-681-1) can be requested. The request can either be made in person or by telephone. The marketing authorization allows for the selection of a delivery period to the buyer of either 15 or 30 calendar days. Marketing Authorizations which are requested after loan maturity date are limited to a delivery period of 15 days. All parties who signed the note are responsible for repaying the loan. If the buyer does not repay the loan as required by the marketing authorization, CCC will make demand for repayment on the producers who signed the note. Repayment of quantities delivered to the buyer are required within 15 days of the expiration date of the marketing authorization.
LDP’s are available when the CCC-determined market repayment rate is below the commodity loan rate.
LDP’s are only available on a commodity after the commodity is harvested, or sheared if wool or mohair, or extracted if honey. Approved storage is not required for commodities to be eligible for LDP. If an LDP payment is requested, a producer agrees to forego obtaining a loan on the same quantity.
The CCC-633 EZ is a multi-part form. Page 1 is filed as an intention to request LDP benefits. It must be filed each crop year and will cover all farms and commodities in which a producer has an interest for the 2025 crop year. Page 1 must be filed before beneficial interest is lost in the commodity and before a request for payment is completed on pages 2-4. The current version of the form and the only form accepted by CCC is dated May 21, 2019. The completion of page 1 does not cause a producer to lose loan eligibility for the commodity. The option of obtaining a loan is maintained until a quantity is requested on the page 2 or 4 payment request. Producers are encouraged to file a CCC-633 EZ Page 1 for crop year 2025 when submitting annual report of acreage.
Farm Service Agency (FSA) farm loans are considered progression lending. Unlike loans from a commercial lender, FSA loans are intended to be temporary in nature. Our goal is to help you graduate to commercial credit, and our farm loan staff is available to help borrowers through training and credit counseling.
The FSA team will help borrowers identify their goals to ensure financial success. FSA staff will advise borrowers on developing strategies and a plan to meet your goals and graduate to commercial credit. FSA borrowers are responsible for the success of their farming operation, but FSA staff will help in an advisory role, providing the tools necessary to help you achieve your operational goals and manage your finances.

FSA is cleaning up our producer record database and needs your help. Please report any changes of address, zip code, phone number, email address or an incorrect name or business name on file to our office. You should also report changes in your farm operation, like the addition of a farm by lease or purchase. You should also report any changes to your operation in which you reorganize to form a Trust, LLC or other legal entity.
FSA and NRCS program participants are required to promptly report changes in their farming operation to the County Committee in writing and to update their Farm Operating Plan on form CCC-902.
