USDA Farm Service Agency (FSA) reminds you to report prevented planted and failed acres in order to establish or retain FSA program eligibility for some programs.
You should report crop acreage you intended to plant, but due to natural disaster, were prevented from planting. Prevented planting acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and the Risk Management Agency (RMA).
Additionally, if you have failed acres, you should also use form CCC-576, Notice of Loss, to report failed acres.
For hand-harvested crops and certain perishables, you must notify FSA of damage or loss through the administrative county office within 72 hours of the date of damage or loss first becomes apparent. This notification can be provided by filing a CCC-576, email, fax or phone. If you notify the County Office by any method other than by filing the CCC-576, you are still required to file a CCC-576, Notice of Loss, within the required 15 calendar days.
For losses on crops covered by the Noninsured Crop Disaster Assistance Program (NAP), you must file a Notice of Loss within 15 days of the occurrence of the disaster or when losses become apparent. You must timely file a Notice of Loss for failed acres on all crops including grasses.

U.S. Secretary of Agriculture Brooke Rollins, on National Agriculture Day, announced that the U.S. Department of Agriculture (USDA) is issuing up to $10 billion directly to agricultural producers through the Emergency Commodity Assistance Program (ECAP) for the 2024 crop year. Administered by USDA’s Farm Service Agency (FSA), ECAP will help agricultural producers mitigate the impacts of increased input costs and falling commodity prices. Deadline to signup is currently set for August 15, 2025.
To streamline and simplify the delivery of ECAP, FSA will begin sending pre-filled applications to producers who submitted acreage reports to FSA for 2024 eligible ECAP commodities soon after the signup period opens on March 19, 2025. Producers do not have to wait for their pre-filled ECAP application to apply. They can visit fsa.usda.gov/ecap to apply using a login.gov account or contact their local FSA office to request an application once the signup period opens.

Deadline to enroll in ARC/ PLC is April 15th
Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for the 2025 crop year have until April 15, 2025, to revise elections and sign contracts. Both safety net programs, delivered by USDA’s Farm Service Agency (FSA), provide vital income support to eligible farmers who experience substantial declines in crop prices or revenues for the 2025 crop year.
Producers can elect coverage and enroll in ARC-County or PLC, which provide crop-by-crop protection, or ARC-Individual, which protects the entire farm. Although election changes for 2025 are optional, producers must enroll, with a signed contract, each year. If a producer has a multi-year contract on the farm, the contract will continue for 2025 unless an election change is made.
If producers do not submit their election revision by the April 15, 2025, deadline, the election remains the same as their 2024 election for eligible commodities on the farm. Also, producers who do not complete enrollment and sign their contract by the deadline will not be enrolled in ARC or PLC for the 2025 year and will not receive a payment if one is triggered. Farm owners can only enroll in these programs if they have a share interest in the commodity.
Producers are eligible to enroll farms with base acres for the following commodities: barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium and short grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat.
Web-Based Decision Tools Many universities offer web-based decision tools to help producers make informed, educated decisions using crop data specific to their respective farming operations. Producers are encouraged to use the tool of their choice to support their ARC and PLC elections.
Crop Insurance Considerations Producers are reminded that enrolling in ARC or PLC programs can impact eligibility for some crop insurance products offered by USDA’s Risk Management Agency (RMA). Producers who elect and enroll in PLC also have the option of purchasing Supplemental Coverage Option (SCO) through their Approved Insurance Provider, but producers of covered commodities who elect ARC are ineligible for SCO on their planted acres.
Unlike SCO, RMA’s Enhanced Coverage Option (ECO) is unaffected by participating in ARC for the same crop, on the same acres. Producers may elect ECO regardless of their farm program election.
Upland cotton farmers who enroll seed cotton base acres in ARC or PLC are ineligible for the stacked income protection plan, or STAX, on their planted cotton acres.
Optimizing FSA Office Visits Agricultural producers visiting FSA to complete ARC/PLC elections and enrollment are encouraged to also conduct other FSA program business during their scheduled appointment including completing farm loan applications and applying for the recently announced Emergency Commodity Assistance Program (ECAP).
Sign up for ECAP began on March 19, 2025. ECAP, authorized by the American Relief Act, 2025, provides up to $10 billion to agricultural producers for the 2024 crop year. Administered by FSA, ECAP will help agricultural producers mitigate the impacts of increased input costs and falling commodity prices. Congress gave USDA 90 days to implement the program, and that deadline was met.
Producers of eligible commodities must submit ECAP applications to their local FSA county office by August 15, 2025. Only one application is required for all ECAP eligible commodities nationwide. ECAP applications can be submitted to FSA in-person, electronically using Box and One-Span, by fax or by applying online at fsa.usda.gov/ecap utilizing a secure login.gov account. More details are forthcoming on more than $20 billion to be made available through the American Relief Act, 2025, for producers who suffered losses from natural disasters in 2023 and 2024 including $2 billion set aside for livestock producers and other funds that will be administered through block grants with states.

Landowners and operators are reminded that in order to receive payments from USDA, compliance with Highly Erodible Land (HEL) and Wetland Conservation (WC) provisions are required. Farmers with HEL determined soils are reminded of tillage, crop residue, and rotation requirements as specified per their conservation plan. Producers are to notify the USDA Farm Service Agency prior to breaking sod, clearing land (tree removal), and of any drainage projects (tiling, ditching, etc.) to ensure compliance. Failure to update certification of compliance, with form AD-1026, triggering applicable HEL and/or wetland determinations, for any of these situations, can result in the loss of FSA farm program payments, FSA farm loans, NRCS program payments, and premium subsidy to Federal Crop Insurance administered by RMA.
Farm Service Agency (FSA) farm loans are considered progression lending. Unlike loans from a commercial lender, FSA loans are intended to be temporary in nature. Our goal is to help you graduate to commercial credit, and our farm loan staff is available to help borrowers through training and credit counseling.
The FSA team will help borrowers identify their goals to ensure financial success. FSA staff will advise borrowers on developing strategies and a plan to meet your goals and graduate to commercial credit. FSA borrowers are responsible for the success of their farming operation, but FSA staff will help in an advisory role, providing the tools necessary to help you achieve your operational goals and manage your finances.

This personalized assistance provides producers with the science-based data and tools to make informed decisions about where to target efforts to get the greatest return on their investment and ensure the long-term sustainability of American agriculture.
A comprehensive conservation plan is the first step to managing all the natural resources on a farm. NRCS walks the farm with the producer and develops options to address that producer’s needs. Our toolbox includes aerial photos, soil surveys, engineering solutions and individual science-based analysis customized for the producer’s property. The plan we develop with the producer combines existing production methods with recommended conservation practices to best manage that farm’s unique natural resources, while allowing the producer to grow sustainably and productively. Supported by our expert analysis and recommendations, the producer chooses which option best meets their needs. These decisions become the producer’s conservation plan, a step-by-step guide to reach their objectives.
This planning process also makes it easier to identify how and when the farmer, rancher or forest landowner could qualify for Farm Bill financial assistance to help them install conservation systems or receive incentives for trying new ones. We have the expertise to see our customers through this process. Because identifying when, where and how to implement practices is not plug and play.
The final plan provides a roadmap for the producer to meet their natural resource conservation goals. It includes helpful information on each of the producer’s practices, such as how they benefit the farm, how to maintain them, and how they help the soil, water and wildlife.
By developing a conservation plan and adding conservation to the land, farmers, ranchers and forest landowners can protect the land’s ability to provide for their family and future generations.
With offices in communities nationwide, NRCS staff provide the information, tools and delivery systems necessary for producers – in every state and territory – to conserve, maintain and improve their natural resources.

USDA has worked with the Conservation Biology Institute (CBI) to design and build a free online easy-to-use Seed and Vendor finder tool to support the producers enrolling in the CRP program, along with other conservation efforts involving native plantings. CBI also partnered with the Institute for Applied Ecology (IAE) to address the needs of the Native Seed Network and significantly expanded the native seed customer and vendor base.

Currently, CBI has seeded the tool with 214 vendors found through an online search from across the country with limited profiles, and 42 have voluntarily completed full profiles which includes their plant inventory. The tool is designed for easy uploading of their profile and inventory. It also provides an opportunity for vendors without a website to have an online presence and be found by customers looking for seeds. Also check out the plant finder tool where you can find suitable plants, including pollinator friendly plants for your area and soil type. Currently we have 20+ unique visitors to the tool every day and that number is growing!
All vendors are encouraged to add their profile and inventory to the tool. You can do this easily by filling out this simple form located here: https://crptool.org/contact/. A member of the CBI team will send you an invite within 24 h to create your full profile.
The new customer kiosks from USDA’s Farm Service Agency are now available at every county office nationwide. These kiosks help to streamline your visit to your local county office and easily access a variety of features such as signing FSA documents, utilizing the Loan Assistance Tool, browsing USDA programs, accessing the internet, accessing necessary personal information, and signing up for a Login.gov account, which provides access to farmers.gov level two features and other USDA and U.S. Government web resources. Future kiosk functionality enhancements include a customer check-in application, self-service option for FSA program applications and documents, financial inquiries and more.

Secretarial natural disaster designations allow the United States Department of Agriculture (USDA) Farm Service Agency (FSA) to extend much-needed emergency credit to producers recovering from natural disasters through emergency loans. Emergency loans can be used to meet various recovery needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation, or to refinance certain debts. FSA will review the loans based on the extent of losses, security available, and repayment ability.
