Grassland CRP Sign Up Announced

USDA has announced that agricultural producers and private landowners can begin signing up for the Grassland Conservation Reserve Program (CRP) starting April 17th, 2023 through May 26, 2023. Among CRP enrollment opportunities, Grassland CRP is a unique working lands program, allowing producers and landowners to continue grazing and haying practices while conserving grasslands and promoting plant and animal biodiversity as well as healthier soil.

Producers with expiring CRP acres can enroll in the Transition Incentives Program (TIP), which incentivizes producers who sell or enter into a long-term lease with a beginning, veteran, or socially disadvantaged farmer or rancher who plans to sustainably farm or ranch the land.

Please contact the office to make your appointment and for any questions at 701-363-2237 ext.2

Revenue Based Disaster and Pandemic Assistance Programs

Agricultural producers can apply for two new important programs for revenue losses, from 2020 and 2021 natural disasters or the COVID-19 pandemic. Both programs equitably fill gaps in earlier assistance.

You may be eligible for assistance through the Emergency Relief Program (ERP) Phase Two if you experienced revenue losses from eligible natural disasters in 2020 and 2021.You may also be eligible for the Pandemic Assistance Revenue Program (PARP) if you experienced revenue losses in calendar year 2020. PARP is addressing gaps in previous pandemic assistance, which was targeted at price loss or lack of market access, rather than overall revenue losses.

Why revenue-based programs?  In general, ERP Phase Two payments are based on the difference in allowable gross revenue between a benchmark year, representing a typical year of revenue for the producer, and the disaster year – designed to target the remaining needs of producers impacted by qualifying natural disasters and avoid duplicative payments. ERP Phase Two revenue loss is based on tax years. For PARP, an agricultural producer must have been in the business of farming during at least part of the 2020 calendar year and had a decrease in revenue for the 2020 calendar year, as compared to a typical year. PARP revenue loss is based on calendar years.

Applications for both programs are due June 2, 2023.

Land and Operation Changes!

Now would be a great time to inform the FSA and NRCS offices of any changes you have made to your farming operation. Purchases, sales, new leases of tillable and grazing acreage as well as any lost leases on tillable or grazing lands should be reported as soon as possible. If you are forming an entity such as a LLP, Partnership, LLC, Corporation, or if you are putting your land into a trust, please contact the FSA and NRCS offices to discuss the impacts that these decisions will have on your current and future contracts and applications. Also, don't forget to update your direct deposit information when making changes to bank accounts and any changes to your mailing address.

Please contact the office with any questions at 701-363-2237 ext.2

Welcome Kase Kassian Student Trainee, Pathways Internship with NRCS

I am Kase Kassian, the NRCS intern covering the Burleigh, Sheridan, and Kidder Field Offices for the summer. Hobbies I enjoy are welding, archery, and working with livestock.  I graduated from Wilton Public School and attended Bismarck State College, where this spring I graduated with an AAS degree in Farm and Ranch Management.  I plan to continue my education at NDSU this fall, with emphasis in Animal Science. After college, I aspire to continue ranching by building my own herd alongside my family’s operation. Throughout this summer I hope to become more familiar with plant and animal identification, grazing systems, cropping systems, soils, various NRCS positions, and the programs available through NRCS and its partners. I look forward to the summer and all the field projects and training events.

Applying for FSA Guaranteed Loans

FSA guaranteed loans allow lenders to provide agricultural credit to farmers who do not meet the lender's normal underwriting criteria. Farmers and ranchers apply for a guaranteed loan through a lender, and the lender arranges for the guarantee. FSA can guarantee up to 95 percent of the loss of principal and interest on a loan plus pay eligible liquidation expenses.   Guaranteed loans can be used for both farm ownership and operating purposes.

Guaranteed farm ownership loans can be used to purchase farmland, construct or repair buildings, develop farmland to promote soil and water conservation or to refinance debt.

Guaranteed operating loans can be used to purchase livestock, farm equipment, feed, seed, fuel, farm chemicals, insurance and other operating expenses.

FSA can guarantee farm ownership and operating loans up to $2,037,000. Repayment terms vary depending on the type of loan, collateral and the producer's ability to repay the loan. Operating loans are normally repaid within seven years and farm ownership loans are not to exceed 40 years.

For more information on guaranteed loans, contact Emmons County USDA Service Center at (701)254-4791 or visit fsa.usda.gov.
